WASHINGTON - Secretary
of State Dean Rusk addressed
the National Press Club the
other day and set in a new
prespectlve the danger and the
challenge that confront this
nation. He stated that although
the Soviet Union is a member
of the United Nations, It has
never joined it in actuality
as a genuine cooperative
participant. On the contrary
he pointed out that the Kremlin
leaders have persistently vio
lated the rules and principles,
the liw and truth, and "the
very language of international
discourse" which character! ze
the conduct of peaceful nations
The Secretary's remarks con
tain no proposition, but he
effectively called to the at
tention of the world that
Khrushchev and the leaders
In the Kremlin are not sin
cere when they use attractive
words like "peace" to
promote world Communist re
revolutions.
