The Louisi ana parishes (a parish is equi- j valent to a county) of Iberville | and West Feliciana, both with' chil rights histories of regres- ! sion and violence, are in all likelihood going to be listen ing to Negro majority voices from the county government seats after the 7th of Novem ber In both quali fied Negro canffldates are run- | ning for every available office i from Justice of the Peace to State Senator, with odds heav- 1 ily weighed in their favor. Considered against the back drop of the counties political records, these victories repre sent a remarkable achieve- ' r/.ent. Only 5 years ago, Iber- j ville was a segregated parish, where the strings of political power were tightly held by! members of the white commu- J nity in the county seat of Pla quemine. There were few Ne groes registered to vote and virtually none represented in any office. Today, a town councilman a member of the school board and the poverty program di rector are among the many Negroes actively participating in county government deci sion making. Margaret Ball, Dean of the Duke University Woman's Col lege and a noted political scien tist, said here Monday night. Reviewing "The UN Yester day, Today and Tomorrow" for a UN Day audience, Dr. Ball said she is left with the "solid conviction" that the UN's eco nomic and social activities are essential and will douMless be continued. She said that, despite ob stacles, the UN must continue to attempt pacific settlement— preferably in accordance with both the precepts of interna tional law and the principles of the UN Charter; but said she has "no optimism' at all that the UN will implement the role that was written for it in enforcement so long as the Communists, anti-Commu istic' international chos." their present views." "While this does not leave me in a state of ecstacy over the achievements of the Unit ed Nations," she added, "it by no means leads me to conclude that it should be abandoned either in the interest of a high ly idealistic world federation or an equally supposedly 'real istic' interantional chaos."
