CHICAGO, Illinois Judge
William Sylvester White, Jr.,
66, exudes a grandfatherly air
of outgoing familarity in deal
ing with people. But his man
ner belies a stern, committed
character befitting his job as
presiding judge of the nation's
oldest juvenile courts.
Cook County Juvenile
Court - a bleak, brick building
complex on Chicago's south
west side - has been likened
» * •
to i crowded airport terminal
at holiday time. But any trace
of festive mood is lacking.
Some people who work
there have labeled It "heart
break court." Judge White
described it as a kind of socia
clinic.
"We're in the business of
treating people who are in
trouble," he said. "We don't
have all the answers for why
theee kids show up here but
we tzy to make the best deci
sions possible to keep them
from coming back."
