The Haytian Consulate has cable advices that the revolution is triumphant. President Domingo fled and Vice President Romean and Lorquit, commanding the government forces, hae been shot. The Leavant Herald of the 12th, published at Con stantinople, says that at Ilillah, a town of Asiatic Turkey. GO miles South of Bagdad, from March 28th to 31stinclu sive, there were 86 new cases of plague 42 deaths; at Bagdad from March 28th to April 1st, 143 new cases and 75 deaths. The plague has now crossed to the left bank of the river Tigus, which had previously escaped. Gibraltar, April 20. The Prince of Wales sailed to-day for Cadiz. He will visit Madrid and Seville before going to Lisbon. London. April 20. William E Gray, charged with forgery in New York, was arraigned to-day. Capt Thomas Sampson, detective for the United States Government, the New York Stock Exchange and the sub Treasury, produced the necessary pa pe's and the Justice formally commit ted the prisoner to the House of De tention for 15 days, after which it wil be with the discretion of tbe British Government whether he shall be ex tradited or not. The counsel for the prisoner urged on behalf of his client his right to claim that he should only be tried for the crime for which his extradition is claimed forging and al tering New York State bonds original ly for $1,000, to $10,000. The Furman investigation had the Post Master at Peuscola before them who had lost five registered letters sent Purman, but was ignorant of the contents, except one which he sent himself, containing no money. Wit ness never told any ne he had paid Purman money for his office. Ex Attorney General Williams was ex amined to-day by the House Commit tee on Expenditures in tbe Depart ment of Justice, and testified to the statemant of John J Davenport, form erly United States Commissioner in New York, that out of the Secret Ser vice fund he paid $30,000 for election purposes. Upon being pressed, Judge Williams acknowledged that the money was paid by the direct order of the President. Tbe Naval and Post Office Appro priation bills were completed with a reduction of eight millions in the two. In the Senate, a joint resolution was nassed authorizing the Secretary of War to issue certain arms to the Washington Light Infantry,of Charles ton, S. C, and the Georgia. The Committee on- Elections, heard the majority and minority reports in Spencer ys. Morry from Louisiana, made by the sub-committee. Tbe majority favors seating Spencer ; the whole committee did not vote, but there seems no doubt that the report of the majority of the sub-committee will be adopted. The Ways and Means Committee have agreed to report favorably on the hill making such member or stock bolder of tho distillery concerns liable for fines and taxes, but not for penal ties due for frauds of whhich he had no personal knowledge. Smith the Journal Clerk of the House," has resigned. . Washington, D. C., April 20. Net- tleship, who was indicted for the safe burglary, was before the grand jury as a witness to-day. Whitley was before the Committee on Expenditures in the Department of uetice.in relation to the Secret Service funds spent in New York by Daven port for election purposes. House bill introduced by Vance, lim iting the power of Courts to punish for contempt, and enlarging the privileges oflthe writ of habeas corpus ; calendar. The Committee on Appropriations AttPntlOn riPPIYIPri priations Bill, and moved for a con currence in the amendment. The Speaker asked if the Committee on Conference had reported, and ask ed Singleton, who reported the bill; he said: "No, Sir." Young, of Tennessee, offered a reso ution reciting the unsettled condition of the American republic, and the many outrages committed on the per sons and property of American citizens being in the neighborhood of the Rio Grande, and requesting the President of the United States to order such mil itary force to rendezvous at some sui table point on the Rio Grande as will be able to enforce tbe existing neutrali ty laws to prevent hostilities on the border and to preserve the peaceful re lations between the two countries ; and also requesting the President to direct the General of the Army to proceed in person to the scene of the threatened out-break, and take such measures as may be necessary to Kiaintain the peace and protect the honor and glory of his government. Referred to the Committee on Foreign Affairs. The Deficiency bill was reported with several Senate amendments ; re jected. Cate, of Wisconsin, offered a resolu tion reciting the charges made in a newspaper report affecting the official conduct of B H Bristow, Secretary of the Treasury in regard to the remission of forfeiture in the case of the barque Mary Merritt, seized in June 1859, for violation of the customs laws. The allegations are that an application for remission of the forfeiture was referred by the Treasury Department to ex perts, who decided not to remit the forfeiture, but the report of the com mittee was approved by the then Sec retary of the Treasury .Wm A Richard son ; that on that hearing Mr Bristow appeared as counsel for the owners of the vessel, and that after Mr Bristow became Secretary of the Treasury .while the judgment of forfeiture still re manded Unpaid, the officer who made the seizure was paid $7,000, as his moiety, on condition that he would cease further opposition, to the remis sion of the forfeiture. Kasson, of Iowa, desired Cate to in sert in his resolution, a provision that the investigation shonld be conducted with open doors, but Cate declined, so to modify the resolution. Adopted. Adjourned. Senate. The Judiciary Committee reported favorably on the bill remov ing the political disabilities of James Clinch Rifles, of E Slaughter, of Alabama. Calendar. Gordon's bill issuing arms, passed. The bill authorizing the Treasury to allow Mrs Minnie Sherman Fitch to receive free from duty, the wedding presents from the Khedive of Egypt, was introduced. Norwood submitted a resolution di recting the Secretary of the Navy to furnish the Senate with the estimated cost of establishing a depot for naval supplies and a naval station on the government land on Tybee Island, and Cocksgur Island. Georgia; agreed to. " Sargeant, of California, submitted the following : "Resolved, That the Senate recom mend to the President, that he cause negotiations to be entered upon with the Chinese Government to effect such change in the existing treaty between the United States and China, is will lawfully permit the application of re strictions upon the great influx of Chinese a ubj ecta to this country."
