ers have telegraphed a note to Grura
not to complicate the situation by as
suming a warlike attitude.
Vienna, Nov. 1. Emperor Wi Ham's
speech produced an uncomfortable
feeling here as indicating that-the
Trigh alliance is not firm.
London, Nov. 1. The Post says it
has reason to believe that only yester
day subsequent to the issue of the new
Russian instructions, important peace
ful telegrams were received from the
principals concerned in the negotia
tions. It hopes notwithstanding ap
pearances, that Gen Ignatieff has not
reverted to the original demand for a
bare six week's armistice, which would
only snatch he fruits of victory from
Turkey and enable the Russians and
Servians to enter upon a winter cam
paign. If the conditions are possible
of acceptance as offered, we may feel
certain the Forte will accept them. A
few hours will show whether Russia

A Berlin dispatch to that paper says:
A gloomy feeling: prevails here, al
though it is asserted in diplomatic cir
cles that the Porte has already sub
mitted unconditionally to Ignatieff's
demands.
The Times has the following dispatch

is announced this evening that before dollars, which the complaint states is
the expiration of forty -eight hours the te balance and- interest due for pre

A dispatch to the Russian Telegraph
Agency, dated St. Petersburg, October
31, 8:20 P. M., stigmatizes as bad faith
the pushing of military operations by
the Turkish government while nego
tiations are pending, and says it is this
conduct that has compelled Russia to
have recourse to compulsion.

the News from Paratchin says : Gen
Tchernayeff has had an interview with
Prince Milan there it reported that
the Prince has expressed a desire to
abdicate.
The New's Belgrade special reports
that Gen Tchernayeff has abandoned
the defence of Krujevatz and ordered
Horvatavitcb to fall back thither, and
then move down the valley of the
Morava to Slalatz, when the two por
tions of the army will v be reunited.
The army will then fall back on Chap
rissa. Paratichin is being hastily for
tified.

great speece to-day,. Mr. John White,
of this place, appeared" upon the stand
and requested to state that he (Mr.
White) was the agent of, the State of
North Carolina, in England, in the
blockade business ; that he had read
Gov, Vance's" letter in the News and
Sentinal f the 31st ut., and that every
statement in; that letter was litterally
true ; and, further, that -Gov. .Vance al
ways refused to have anything sent by
the State steamer for his . benefit ; that
the fifteen bales of cotton were carried
out on Collies' steamer, and that he
(White) had the account, veri yitig in
every respect, Vance's stat&nenU. Mr.
White is a gentleman of the highest
character, and every men in this coun

Howard, &c,

confidentially, that Sheridan's visit
was entirely connected with Indian
affairs. '
The Department statement shows a
decrease during the month of 3,388,139
Coin in the Treasury, 76 millions;
currency, 13 millions.
The cases against Gen Howard are
againstGen Oliver O Howard, Com
missioner of Refugees Freedmen and
Abandoned Lands, and trustee and
lawful custodian of their regular or re
tained bounty fund. The first was for
one hundred and fifty thousand dol
lars, which it is alleged Gen Howard
has failed to account for, and the sec
ond for the Bum of twenty thousand
bonds, belonging to the government
and appropriated for the use of the

been paid over by Gen Howard, ncr
expended for the use of the bureau,
&c.
The boiler explosion reported j es"
terday occurred on the Virginia &
