J The situation about the Presidential contest up to the hour of going to press remains anchanged, and it is not likely that anything satisfactory will be known until the returning boards in the States of Louisiana, Florida and South Carolina have made their re ports. When these boards will report no man can rightly predict for the ablest counsel, and the most vigilant detectives will be employed on both sides, and the wranglings and counter wranglings may be kept up for weeks to come. So it seems that the agony is not near .oyer yet, and we may be forced to bear the painful suspense of the last week, a considerable period longer. All the South Carolinians we have interviewed are confident that Hampton is elected, and numbers have passed through this city en route for Columbia, to be present when the State canvassers shall couut the re turns, and they assert with great con fidence that nothing save the most bare faced cheating and unblushing frauds can ever count them out of the grand victory they have so dearly won. If, however, the latest news from Oregon, which places that State in the Democratic column , should prove to be correct, the contest over South Carolina, Florida and Louisiana will be virtually at an end, as the republicans in those States could no lot ger expect to accomplish anything by defrauding the people of those States out of their hard earned victory for Democracy and reform. Vance's majority in this State is variously estimated at from 12,000 to 25,000. Noon Dispatches. FOREIGN. Great Destruction of Life by a Cylone. London, Nov 13. The - dispatches from Calcutta estimate the loss of life by the cyclone to be 40.000. Calcutta itself narrowly escaped. There are re ports of a famine from Bombay. A Berlin correspondent of the Times say 8 the Russian papers abound with warlike reports. It is announced that Russia is likely to obtain from Holland money for a lai arge amount of railway shares. A Vienna correspondent of Uhe Times confirms the report that the Russian army will be mobilized in a few days. Russia will send a note to the Powers that the reforms demand ed by all can only be fulfilled by Tur- key, if Russia prepares to defend them, NEW YORK. New York, Nov 13. Dispatches received by the National Democratic Committee last night from New Or leans, say the situation is unchanged. The Herald still gives Hayes 166 electoral votes, and Tilden 184, with 19 doubtful. It says referring to doubt ful States, so far as additional detailed returns go, they point as before to Democratic success. The Heralds New. Orleans' special of the 12th, says United States Marshal Pilkin, tele graphed Gen Sherman to night, asking bis presence here, and thinks he will nti m T i. Death of Pope Pins IX. London, Nov 13 Chief Justice Cock, burn delivered judgment in Greece vs. Ferdinand Keyer, of the German Steamer Francona, convicted of man slaughter, for running down an Eng lish vessel On the high sea. The con viction must be quashed for want of jurisdiction. The Cologne Gazette publishes a re port which has been - presented to the King of Italy by his ministers, regard ing the measures to be taken by the Italian government at the death of his Holiness. The ministers propose im mediately after the Pope's death to occupy the neghborbood of the Vati can by military. The Prefect of Rome will request certain Papal officials to assjjit at viewing the body and other nerossary formalities. If this be re fused the Prefect will forcibly enter the Vatican accompanied by Questor and also by Physicians, notaries and witnesses who after viewing the body will send a certificate of inquest to Cardinal Devean. A seal will he at tached to the furniture in the Pope's department and remain so until after the removal of the body. After twentty four hours the body will be at the dis posal of the clergy. During the hurricane at Lisbon the Greek bark run down in the channel and eight of the crew, were drowned. The Pall Mall Gazette of this after noon in a leading article says : Once more darkness has fallen over the prospects of peace and that it will be lifted again we may hope, but the news that comes both from St Petersburg and Constantinople gives us warning that what is called feeling may yet con quer wisdom; and that a certain de gree of insatiety already threatens to creep into the judgment of those upen whom depends the tremendous issue of peace or war. The speech of the Czar is not the most alarming incident of the time, but is far from pleasant reading. SOUTH CAROLINA. Democrats Protest The Canvassers. Charleston, Nov. 13. The Demo crats to-dy filed a protest against the late election in Charleston county. They allege that the wljole county was controlled by intimidation and terror ism, and that no opportunity to vote was .given the qualified voters; also that large numbers who desired to do so were prevented from voting Demo cratic ticket; also that the legal num ber of polls was not opened. Columbia, Nov. 13. The bcaidof canvassers heard the argument to day regarding their duties and powers. The argument will be continued to morrow. LOUISIANA New Obleans, Nov 13.
