Mitchell takes West's place as Chair man of the Senate Railroad Commit tee. The Democrats continue to be al lowed two on Political Committees. A delegation of colored people from South Carolina, partly composed of Congressmen Rainey, Cain and Smalls, Judge Wright, Treasurer Cardoza, Stat Senator Maxwell and Col. Winton called on the President. They give the following report of their interview : The President spoke with perfect frankness, statinsr that he desired to remove the antagonism existing b tween the races especially the politl cal differences resting upon the color line: that the colored men and the Republicans might not need the pro tection of the army. He stated that the use of military force in civil affairs was remigrnant to the eeoius of c - o w American institutions, and Bhould be dispensed with, if possible. He, how ever, recognized the necessity ot pro tection at present, until that feeling of respect for the rights of political op rjonents should be entertained by the i - Democrats of the South. The President stated that with re gard to the peculiar difficulties exist ing at present in South Carolina, con certiing which the delegates expressed great anxieiy, he proposed to preserve the status quo left by his predecessor, and to examine the condition of aflairs carefully and deliberately before he acted. The delegation then withdrew, after expressing their thanks. In the Senate a communication was read from Orton, President of the Western Union Telegraph Company, requesting the return of the messages, about thirty thousand in number, re- ity from ony one, aud represent: only my own views. The situation of pub lic affairs in" South ; OrolinV is too. complicated to te discus ed at length j in a note, and it impresses .me as cne-j that ought to be changed, by the policy of Republican statesmen in such a way as not only to remove all the contro versies that disturb that Stlte, but to remove all embarrassments arising from it to the party in other parts of the country. It has occured to me to suggest whether by your own concur rence and co-operation, an accommo dation could nut be arrived at, which would obviate the necessity for the use of Federal arms to support either government, and leave that to stand which was best able to stand of itself. ! The Republican members of the Committee took the ground that windows, &c, and the sinking and col lision of vessels, in this vicinity, by yesterday's gale, is estimated at nearly $100,000. The Demo crats claimed that the Committee of the House had judicir.1 knowledge that there are rival governments in Louisi ana, and, therefore, there should be previous investigation as to which of them is legal before any action is taken, regarding Kellogg's claims. The Committee adjourned to Mon day, when the case will be.further con sidered. The majority and minority reports will be presented to the Senate proba bly as early as Tuesday. Thfi Treasury has made a call for ten million five-twenties of May and November '65, interest on which ceases June 10th. There being no legislative business, the Senate adjourned to Tuesday.
