Army offi cers can dispose of their pay rolls at twelve and a half per cent. off. Naval officers must submit to twenty per cent, discount. " The trial of Deputy Marshal Franks, of North Carolina, was resumed to-day. Several witnesses for the government, were examined, which showed that frauds were committed inside of Marshal Douglass's office by his depu ties. The evidence for the govern ment was concluded to day, and the case will be resitmed to-morrow for Franks, with testimony and argument. William G. Des Moines, Iowa, June 27. Gov. Packard, last night, in response to a serenade, spoke as follows : 'Kind Friends : I am gratified at this exhibitien of confidence and friendship to me. I represented the cause which you hold dear as Repub licans and as American citizens, dis charging as well as I could the simple duty that fell upon me as Governor f the State of Louisiana, trying to assert my authority and failing. I did not fail because the principles have failed, but I believe that the principles of the Republican party will yet save Louisi ana to the Republican party. Loud cheers and applause. Since I have arrived in your beautiful city, and even before I got'here, I saw the evidence of of loyalty which abounds in this great State to the Republican party. I see all around me thrift ; I see around me intelligence. I found kind friends who had a word of encouragement to say, a word of comfoit and cheer to give. and a word for me to take back, as I return to my Southern home in a few weeks, to cheer my companions. Many of you have met in this city as dele gates to a convention which is about to make nominations for State offices. The men that attend, as usual, are men of more political experience and intel ligence than myself, and for this, noth ing need be said; but I wish to say that I am none the less the believer in Re publicanism now than I was while I was claiming the office of Governor of Louisiana; and I am glad to see in Iowa evidence that our election which is to come on tnis tall, will be one in which the old time majority will be re peated. It will be an election of the whole Republican party; an election t i Ml in wnicn lormer majorities will be repeated, if the Republican standard is kept up. If we have the old guard on duty in the Republican party hereafter, as we have had it heretofore, there will be no danger of a Republican defeat. Three years from this time, if the Republican party is defeated, you understand that it is the Democratic party that succeeds, and if the Democratic party succeeds, it is the Confederacy that is in charge Deserting Rustcliuk. The population is flying into the neighboring villages. Twelve shells have fallen upon the military hospital, five upon the civil hospital and two upon the Orphan Asylum. The Turks in return have partly destroyed Guirgivo. Two complete army corps, the 11th and 14th, are already in the Dobrud- scha. At Rustchuk, the consulates of France, Italy, Greece, Germany and Belgium have been injured by the Rus sian fire. London, June 27. A dispatch to the Daily Telegraph from Kustenje, dated last evening, says : "Tchernanoda and Medjidic, have been evacuated, and telegraphic communication with Ba badagh has been stopped. At 7 o'clock this morning the Cossacks were at Pappal, eight miles from Tchernano da. A Bucharest dispatch to the Times says : "The Roumanian Cabinet is in favor of the ROumanian army crossing the Danube, with the exception of M Cogalniccano, Minister of Foreign Af fairs, who strenuously opposes such a step." London, June 27. The latest advices report that the Russian centre has been reinforced by the 20th division from Kars. Eighteen thousand men detached from the centre have advanc ed Savo Kamysh. The Turkish centre has also been reinforced by a division of 18 battalions, and has advanced two miles in front ofZurim, where the Otto man headquarters still remain. The Turkish right is still reported to be pressing the Russian left. Intelligence received at Erzeroum states that the Russian bombardment of Kars is slackening. In the Commons, Mr Cewen, radical reformer, gave notice that he will to morrow ask about the destruction of the Rustchuk consulate, and whether it is a breach of international law. The Czar has ordered another army corps from the interior to the lower Danube. A Rustchuk dispatch to the Times says : lhe consuls here are drawing up a protest against the Russianj bom barding their residences, as being against all principles of international law." London, June 27. A dispatch to the Times from Cettinge, dated yesterday, says : ne Montenegrin army is con centrated in a very strong position op posite Spuz and Padgaritza. The morale seems to be good. The Prinee is determined to fight for every foot of ground, should the Turks advance on Montenegrin territory. The Times' Vienna correspondent says that accounts from Dalmatia rep resent that the position of the Monte negrins is quite desperate. Their forces are entirely broken and dispersed.
