If they deliberately directed their guns against the consulates and defenceless parts of Rustchuk, their guilt is surpassed only by their folly, and that folly would be all the more glaring because if, as re ported, they continued to fire on the English consulate after the consul hois V ed the American flag, ihey would have gone out of their way to assail a power peculiarly friendly to themselves. It is, difficult to believe that the Russians ;would have deliberately inflicted such an outrage, and it u well to remember that8imilar charges invariably accom pany every bombardment.
