Mr Ransom, in explanation of the resolutions, said they bad been sug gested by the melancholy loss of the Huron and the Metropolis on the coast of North Carolina. He spoke of the dangers of that coast, but said that he appreciated the power of the federal goyernment, the advantage of science and the skill of engiueers, and said he had faith that this dread curse to our shipping might fail under them. The Russian occupation of Rustchuk and Sinatra was not before understood to be a part of the condi tions,. and will be unwelcome news at Vienna, according to the Times' cor respondent there.
