Declaration of Principal Adopted at the Confer
ence in Washington.
Washington, Aug. 7. The following:
is the declaration of principles adopted
by tne members 01 the greenback party
who assembled in this city on Tuesday
night.
We believe the two great political
parties as now constituted to be so
completely under the control of office
seekers, professional politicians bank
ers, and money .mongers, that it is un
safe longer to intrust to them this Gov
ernment.
We believe that intelligent and pure
men, regardless of former party associa
tions, should fill all positions of trust
and responsibility.
We are opposed to third terms for
publio offices, except in those cases
where skill and experience are indis
pensable to the proper performance of
the required services.
We believe the powers of the general
Government are restricted to the ex
press grants of the Constitution, and all
powers not granted are reserved to the
State and the people thereof.
We believe that the right of States to
tax property in tbe States is inviolable,
and that the United States bonds
should bear the burden of government
equally with all other property, and any
legislation that exempts said. bonds
from taxation is unjust and oppres
sive.
We favor a full legal tender currency
for the Government and the people, the
laborer and the officeholder, the pen
sioner ana tne soldier, tne producer
and the bondholder a currency alike
in value in every man s hand wherever
the American flag floats as an emblem
of sovereignty.
We demand tne immediate and un
conditional repeal of the so-called Re
sumption act, the lawful liberation of
the coin hoarded in the Treasury, and
the removal of all restrictions to the
coinage of silver.
While we favor the circulation ol
gold and siiver as money, yet realizing
that specie never has been and never
can be sufficient to supply the commer
cial demands of the country, we there
fore favor the issue of Treasury notes to
such extent as will fully satisfy the re
quirements of trade, and that such
notes be made a full legal-tender.
We believe! that the national bank
system is oppressive to the people, and
therefore demand the retirement or
bank currency and the substitution of
greenbacks therefor.
We declare that an Donas ana oou-
gations of the national Government
ought to be paid in legal tender notes
of the United States, except where it is
otherwise provided by the original law
under which they were issued ; and all
tnat can De cauea in ana paiu now
should be paid at once1 and the re
mainder as soon as it can be lawfully
done.
We oppose the further issue of inter
est-bearing bonds, on any account, at
any rate of interest, by the Govern
meat.
While we oppose monopolies, sub
gidies, and special privileges, we favor
a judicious expenditure or .treasury
notes on Internal improvements ana
in the construction of rail highways as
will furnish protection to our mar
itime and land frontiers, and open new
markets for the products of American
industry.
We believe that an economical ex
penditure of money in the construction

Mexico, and the extension of a second
and third line, that will create a com
petition, to the Pacific coast, will be
the means of making more accessible
the markets of the republic, as well as
those of Australia, China, and Japan,
whose trade will invigorate and sustain
our manufacturing and! industrial in

other system of internal improvements

We believe that the public lands are
the common property of the .. whole
people, and should npt be sold to spec
ulators nor graniea ip ranruua or ow

We believe tbe interest of the lnaua
trfal: wealth-producing classes is the
paramount interest of the ' people of
the United States. Those whose labor
and enterprise produce - wealth should

classes wno have been thrown roui of
employment by the ruinous financial
policy and unjust legislation of tbe Ret
piiblipan party, and who must still con
tinue to suffer under the system of false
economy now established by the Dem-

ocratio party, and we pledge the Na
tional party to a reversal of that policy,
and the restoration of all the rights
they are entitled to upon its ascendan
cy to power.
Upon this platform of principles the
National party, feeling that the popu
lar heart hearts in unison with it, ap
peals to every lover of constitutional
government, what ever may have been
his former party affiliations, to unite
with us in our efforts to rescue the ad
ministration of the Federal Govern
ment from the hands of those who
have and who still persist in centraliz
ing power and oppressing the people.
The meeting adjourned to Thursday,
Aug. 8.

CALL FOE FIVE-TWENTY BONDS.
The Treasury Department August, 5
issued the sixty-fifth call for the re
demption of five-twenty bonds of 1865.
The call is for $5,i 00,000, of which $2.-
500,000 are registered bonds. The
principal and interest will be paid at
the Treasury on and after the 5th day
of November next, and the interest will
cease on that day. The following are
the descriptions or bonds:

sive.
$100, No 120,001 to No 123,000 both

There is one disease the inhabitants
of Washington are largely subject to,
which is comparatively unknown in
other cities, i e, dismissal from office. I
It is epidemical, and returns like the
cholera at fixed periods, yet is ever
lurking around or suepinded over the
heads ol tbe hard-worked, nervous
employes like the sword of Damocles.
Since the adjournment of Congress the
short appropriations for certain bu
reaus have created quite a consterna
tion, ihe heads of these bureaus are
having heart, often . sorely tried to
chose between their clerks where as a
rule all are worthy so they some
times go carefully through their list
and "dock the pay" of some to keep
all employed. .Last week this process
was being gone through with in some
section of the Treasury Department.
One poor man with a helpless family
whose $1,600 was to be cut down, was
quite distressed, but to his delight he
was paid as usual, and his surprise was
very great when he was told that one
of the ladies, whom he hardly knew,
requested his reduction to be placed on
her flAXJ salary ; she could better Jive
on what was left than he could care for
a delicate wife and little ones. She
had requested her name not to be
known and was greatly surprised when
the grateful fellow-cleik came to thank
her. I am sorry I do not know it ; I
would write it in italics.
Right here is a good time to say that
the ladies in department life, taken as
a class, are very superior women.
Frequently of most portentious fami
lies, nearly all well educated, their
bearing and costumes are exceptional
ly pleasing and genteel. The many
jeers arising from a narrow view of
life and political jealousy fall unheed
ed at their feet. They are worked
very hard, and though comparatively
well paid, a large majority have de
pendents upon their earnings, which,
sub-divided, leave only a pittance.
Every year some of them step out of the
dull, vexatious routine of department
life into the artist's studio, the green
room, or become independent by au
thorship, and not a few have married
into wealth and official position.
Kearney is an ungrateful wretch.
Had it not been for the advertising giv
en him by the newspapers, there would
not have been fifty persons: to hear
him in Boston. Dennis is rather a
sm all potato for the pot in which he
is trying.boil, and he owes his not or
iety almost entirely to the press. .
