We have said, and with great regret, that wages must be reduced. The reduction has already commenced. The work men connected with the Bessemer bteel wrrts nf f!hicasro. Joliet and St. Louis have consented to a redaction of 20 per cent. Reductions at other Bessemer works must soon follow, if indeed, they have not already been made. We trust that the reduction in wages which has been rendered necessary in our Besse mer steel works, and may be rendered necessary in other branches of our iron and steel industries, will be patiently accepted. While we say this we add, however, the additional hope that our iron and steel manufacturers will thoughtfully consider the wants at the beginning of winter of poor men with families to support. For years the following auueu hare been levied on steel and iron : Pig iron, $7 per ton ; cast scrap iron, $6 per ton ; wrought scrap iron, $8 per ton ; steel rails, $28 per ton. All other iron and steel manufactures, 40 per cent. What the equivalent ad valorem rates of these specific duties woum oe oniy importers, dealers, and manuracturera can exactly say. mere pre pupio w uw insist that the equivalent ad valorem rate, if levied on the foreign value of steel rails, during certain seasons iu tuc past, would have reached 112 per cent, and more. Here is the revenue collec ted on the following articles in nasi: Pig iron $3,712,710 Cast scrap iron 105,600 Wrought scrap iron 2,400,000 Steel rails...... .4,654.920 The price of steel rails in England has recently fluctuated between 5 10s., or $32.60 and 4 10s., or $22.50 a ton. The price in the United States is now about $43 a ton. While the Bessemer patent was in force the price of all-steel sails in England was about $100 a ton. When that patent lapsed, in 1870, the price of all-steel rails fell to about $60 per ton, irom which point it has drop ped to the present average price of about $27.50. Anybody can see that the prosperity of the Steel rail industry must depend on the activity of railway construction or repair. When the American demand was at its maximum the American manufacturers could not meet it, and and rails were imported despite a duty which in normal times would have been prohibitory. The essential ele ments and conditions of the industry show that its development may be hin dered but cannot be helped by the arti ficial stimulus of a high tariff. The critical question raised by tae extract we have made, however, is the question of wages in their relation to strikes and labor disturbances. A rate of duty which is almost prohibitory in normal times has not led to such a de velopment of the steel-rail industry as enables the employers to satisfy the workmen. Woodruff yesterday pleaded guilty to opening a letter and was sent to jail for thirty days in de fault of paying a rjne of $250. The Pennsylvania board of revenue reports that $200,000,000 is a fair valua tion of the property in Philadelphia, subject to taxation at 4 mills on the aoi lar. In 1880 the valuation returned was $44,000,000. B. H. Crapster, postmaster at Shelby ville, Ky., was found dead in a st'e on his premises Thursday with a bullet hole through his head, and a pistol by his side indicated suicide. The international wrestling matou for $2,000 and the championship pi the world, between Clarence Whistler, ot Kansas, and Joe Acton, of Philadel phia, formerly of England, will be deci ded in New York on Dec. 18. At least eleven of the largest works are in that way associated and represented. The amount to be produc ed is determined, and therefore the number of workmen to be employed. Lobbyists are employed, congressmen are subsidized and newspapers are "pro tected" to uphold protection. As much may be said of most of the industries best "protected" by the war tariff. They move and act in elections as one man. One, two or five millions of dollars can easily be "put up" by these monopolists to carry & presidential election in ine interest of 'protection," and to "pro tect" heir half-starved workmen against! junketing with "the pauper la bor of Europe." "Infant" industries which have been crying for pap for at least twenty years still insist that they cannot stand alone. But their managers are deeply touched about the welfare of their "operatives." Whenever election day comes they clamor for protective rates not for revenue "only." but "only" for the sake of the poor laborer 1 Has President Ar thur's roving Tariff Commission ever cross-examined any of the tariff mo nopolists who ha.ye so liberally volun teered advice to the Commission as to the rate of percentage borne by the la bor he employs to the total cost or nis protected production? Have any of these monopolists been cross-examined ar to their net profits and as to how they divide those profits ' Do any of them divide their profits or even their gross earnings with their workmen? Could any possible rate of duty have protected the workmen who made steel rails from the penury and want which we are told now impend over them ? No!1 Furthermore. Some men don't seem to understand the difference between political asser tions and business facts. Three or four dava before the election a Baltimore lawyer made a political speech in a country village. Being a red hot Re publican he naturally gave the Demo cratic party the best he had in his mouth, and among other things assert ed that in case of Democratic success the country would have to pay the Con federate bonds. Two or three days af ter the election a man walked into the lawyer's office, opened a valise and took from it 8920,000 of Reb bonds and said : "What are they worth?" "Four cents a pound." "But the Democratic party has tri umphed." "What of that?" "But won't the country have to pay these bonds?" "Not by a jug full." The bondholder looked steadfastly at the lawyer for a long minute and then slowlysaid: "Well, by gum! After ninety-six of us Republicans who listened to your speech, went and voted the Democratic t.ikfit in order to realize on our bonds, you now tell me that you didn't mean what you said ?"
