Uverpool re sponded to the advance In American mar kets last evening but failed to display any significant strength. On an initial ad vance of 10 points, both here and at New Tork. attracted liberal realizing bv small er bulls and this pressure resulted In re action to last night's figures. As soon as it BUtwiaea. however, the bull coterie sup ported nearby positions, but as n rices again recovered there appeared- a con siderable volume of cotton for sale on the up-turn. Locally in the final trading one of the so-called warehouses offered large blocks of May and July, apparently for the purpose of creating a weak closing, but in this they succeeded only to a mod erate extent after selling about 7,600 bales. Meanwhile, It is a matter of great sur prise that this bull movement has enlisted such meagre support from the interior but quite the reverse as manv sunnortars of actual cotton promptly availed them selves of the opportunity to sell out stocks accumulated in the decline. We do not look upon the technical position as a healthy one from a local standoolnt as it is quite apparent that the speculative short Interest has eliminated while there 1m little doubt that outstanding commit ments preponderate on the long side for the simple reason that sentiment recently iihb oeen 01 win cnaracver. Weather conditions are regarded gen erally uniavorasie, especially in the west ern belt, whf;re in some localities rain Is reported to-day. However, the official forecast for to-morrow Indicates rising temperatures and clearing conditions and we have no doubt that the recent rains have been more beneficial than otherwise, in view of the unusually advanced state or cultivation in ail sections of cotton belt. It appears absurd to attach such importance, to ine operations or one man, but the fact remains that a sufficient fal lowing is attracted to enable him to exer cise a powenui innuence among the trade at large, even to the extent ot temporarily counteracting the logical effect of legiti mate factors, so that conditions pre dicated therein are valueless and we con tinually refrain from Indulging in any at tempt to foreshadow Immediate price variations, although we are persuaded to recommend our friends to secure profits on long cotton as advantageous oppor tunity is afforded. The truth is that it re flects simply the strength of spot cotton and there has rarely been a time In the history of the trade, in my oplnien, when the value ot cotton rested upon so stable a basis. Practically every Dale ot spmn able cotton remaining out of this year's crop is, in my opinion, directly or Indi rectly, under contract to spinners. That portion, which has not been directly bought by spinners is under contract to them through the medium of futures bought to protect sales to spinners either of fail cotton or of future shipments. Meantime, the proHpert of an Increased acreage next year Is sensahly diminished. It is recognised that the scarcity of la bor throughout the South makes planting an Increased acreage difficult at best and with the recent rains and cold weather the difficulty of planting at all has been greatly Increased. - I see no reason for any decline In the market and every probabil ity that the strength of the present situa tion will find expression In much higher prices, in ract, tne market seems to me now in a more secure position than It was when It was a cent a pound lower.
