Some weeks ago the board of city aldermen passed an order directing; that a census of the city and suburbs be taken, since then thla-work has been In progreaa and will be completed this week. The census i being taken so that the ex act population of the city can be given, also the population of East Durham and of West Durham, and then ths population of the entire settlement This census will show that the popu lation of the city and settlement hns increased at a very rapid rat during the laat few years. The work of get ting the number who live In the city has been completed and the census takers are now working tn the sub urbs. Annual Examination to Determine Winner of Oex'U Rhodes Scholar ship From North Carolina to Ox ford Held at ChapW Hill Only ()n Applicant. Special to The Observer. Chapel Hill, Jan. 17. 'Tho exami nations incident to the appointment as Rhodes scholar at Oxford, Eng land, from the State of North Caro lina for the year 1907 ware held here to-day. The only applicant for the examination was Mr. Benjamin R. Lacy, Jr., who entered from David son College and la the son of State Treasurer Lacy, of Raleigh. This la the third examination that has been held for the Rhodes schol arship. For the first, in 1904, there were seven applicants, Mr. J. H. Wins ton, of the University, winning the place. For the second, held in 1905. there were no applicants, Mr. Henry Trantham, of Wake i Forest College, who stood second In the first ex amination, being appointed to fill the vacancy. For this third examina tion there is only one applicant, Mr. Lacy. North Carolina Is not behind the other States In the matter of candidates for the Rhodes scholar ships. Out of the 30 odd scholar ships due the nation only about 70 are filled. The main reason assigned for this condition of things Is that the scholars at Oxford from the United States do not stand with thA iTno-iirfh students In point of scholarship. There are two causes for-this: First, ...o American siuaentg are chosen largely with regard to athletic ability and second, the instruction at Ox ford follows linos radically different from those emphasised In this coun try. Judging from the attitude to ward the Rhodes scholarships evinc ed In North Carolina the American Colleae-student doea not consider them as very valuable. There have been no University men In a con test for an appointment In three years.
