The Republican Senate had said that the Vreeland bill was altogether Iniquitous and destructive of ths best Interests of the country -. and would have none of It. It had trot beea long before the Speaker of fered up the prayer, "Anything, oh od. anything. It makes no differ ence what. Just eo I can call It some thing, before the House adjourns. Cooper, Morse and Nelson, of Wiscon sin; Brumm, of Pennsylvania; Fowl-er.-New Jersey; Hill and Henry, of Connecticut; Linberg, of Minnesota; Mnrdock, Calderhead and Campbell, Kansas; Prince, of Illinois; Waldo. Mew Torta. and Darragh. of Michigan. (As decided upon by the Republican conference to-day and later passed by ths House, the conference bill retains the basic principles of the Vreeland kill and added thereto are the follow- ' tng provisions from ths Aldrieh bill: The reserve required to be retained In central reserve and reserve cities Is 10 per cent, straight. A rsdemptlon fund of 10 per cent., instead of Ova per cent, required by the present law. is stipu lated, and all of It shall bs held In Washington. ' Ths emergency curren cy Issuable shall not exceed In the ag gregate 100.OOO,000. Such currency shall be subject to a retirement tax of per cent for the first two months and an additional 1 per cent, per month thereafter until 10 per cent. Is reached. State, county and munlci ' pal bonds shall be acceptable as secu rity for emergency currency at 00 per cent of their market value. Other bonds and commercial paper shall be similarly acceptable at 75 per cent of their market value. No bank shall bs allowed to take out emergency circulation in an amount excessive of SO per cent of its capital and surplus when tha se curity offered la commercial paper. No emergency currency may be taken out under any circumstances unless the obltgant bank has already taken out according to the present law, an amount of currency equal to 40 per - cent of its capital stock and surplus. Tha provision from the Aldrieh bill 1s incorporated in the conference bill that banks which hold Bute, county or municipal bonds may. with the ap proval of the Secretary of the Treas ury, take out additional, currency dl- , rectly upon them up to 00 per cent of their market value that la, they may do so ob their Individual initiative and . responsibility. The use of commercial paper as a basis for taking out emer gency currency may be only by banks which affiliate themselves In groups of not less than 10 with aa aggregate capital and surplus of not Ws than 14.090.000. Richmond, Va., May 27 Argument waa concluded to-night in ths South Carolina dispensary case and an ear ly decision Is expected by the United States Circuit Court of Appeals. Chief Justice Pallor did not Indicate when a decision might be expected. The Justice's question as to whether State funds wers tied up by the re ceivership proceedings and other In quiries of a similar character, indicat ed that he felt that the matter ought to be adjudicated with all reasonable haste. The chief contention of the appel lants In the argument was that the suit was In effect a suit against the State, and that the commission ap pointed by the Legislature to wind up the affairs of the dispensary -was a eourt and could not be enjoined by another court; no one save the State had any Interest In the business to be liquidated and that the State was, therefore, an Indispensable party to the proceedings. If this argument holds good the suit falls upon the principle that an individual cannot sua a State. DR. ALDERMAN TO REST.
