Two years ago the firemen of the state sea. ured the nuctment of a law providing tor a Lax upon tire inur aii. e i.iinpanlos .r one-half per cent. ii their premium receipts, to create a pension funii lor disabled firemen, and i ofituinlng a clause which exempt ed f i jiii this tax those companies In vesting three-fourths of their assets In the state, the effect of which was to exempt North Carolina fire insurance companies from this tax. The Lepis Ihhuie of ISO 7 passed thla measure w th the Idea that tills would settle It mid that the firemen would be per manently satlalled with this provision fp.t their beneilt. Contrary to this ex pectation, the firemen are asking this Legislature to double the tax by mak n, It one per cent and to repeal the provision iil.lc li exempts North c'nro lma companies. To Impose any tax upon Insurance , oinpanies for the pension of firemen Is In violation of the principles of , both law and equity. The firemen are not the servants of the insurance 1 c mpanles. They are the servants of 1 municipalities for the protection of the lues and pr'pperty of the community. The benefits de-ived by insurance i .inpanies are Incidental and the com- n ainii which furnishes trie service or ,e firemen Is amply compensat specific reduction m rates tna pities and towns which furnish th pi.itci tion of a Are department. If ii is reasonable and lawful and right to tax Insurance companies for the pension of disabled firemen, the aame principle would make It rvesoria ami lawful aud rlfrht to tax them for the maintenance of waterworks and f. r the purchase of fire engines, hose wagons, horses and all the other eqiiip meiii ..r fire departments. The logi cal conclusion to which this leads la th'i absurd and Impossible one that since Insurance companies Insure against lire, It devolves upon them to put out the fire when It comes; that this is the business of the lnsurnnce .iiiipanies instead of the community. It Is clear that such a tax is not based on reason or right and It should not lav oine a law for sentimental reasons ami merely because the great body of deserving firemen want it. if the tax iB levied, what will be done with it? It will amount to about 120,000 per annum. Including the provision which the State already makes. What plo they want with su ti a fund? What earthly use have they for It? How- mairy firemen are disabled lu a year? How many 'lis alled firemen has the reader of this article ever heard of? There are ten policemen or sh-rlffs ahot or disabled t p every disabled firemen. Such a fund is unnecessary, and for that rea son always dangerous. If this proposed firemen's tax bill becomes a law. It will Increase tha taxes of pome of the smaller North p an.lina companies nearly one per pe.,t of theli capital stock. It ill make the burden of taxation in N.prth Carolina upon Insurance companies perhaps greater than In any other State of the Union, and the natural and Inevitable result will be to Increase iiisurafive rates ou property Insur ance rates in North Carolina are now much lower than they are In any other Southern State.
