DEATH OF THE EMPEROR. Le Roi est mart; vive le roi; the King is dt ad ; long Ions the King, is the stereotyped formulary to denote the passing away of the reigning sovereign and the advent of his suc cessor; the meaning of which is that death makes no gap in the line of heriditary power, and the individ ual holding it, and losing it by the stroke of death, is only one of a series of links in a long indissoluble chain. This inexorable sequence of com ponent parts is held to human gaze as worthy of admiration as evidence of the stability of human govern mental structures, and as proof of the worth and capacity of reigning dynasties. To the world it may be admirable ; to the sovereign people, not al ways so. For except through the violent throes of revolution, or sination, there may be no relief lrom the monotony of tyranny, no escape from the burden of oppress sion. It may be as it has been the fortune of a people to be ruled as if they were rational beings, with their rights as men recognized, their in teresta consulted, their wants sup plied, their sufferings alleviated ; as component parts of a gnat social and family compact of which the sovereign was the wise and gentle paternal head. It more often hap pens that the sovereign holds his subjects as passive instruments of his will, the blind subjects of his passions, the blind slaves to his ca prices. But in either case, the chain, whethtr of roses or of iron, is riveted with thorns or with steel; and as the crwn is transferred lrom one. head to the other accident directs whether it invest King Log Oi King Stork with the emblems of despotic control over the destinies of the people. When the crown fell upon the the head of the now dead Frederick, there was a burden lifted from the hearts of the Prussian people. They had been trod to the dust under the iron heel of Bis marck. The Emperor William was little more than a passive partner of the imperious chancellor. He was gentle by comparison, and was held in a, kind of negative affection by his subjects. But people do not lore with genuine sincerity that which ia imposed by force, and upneia unaer me nymoois oi mm t try power. And the military spirit pervaded the atmosphere of Germany. Emperor as he was and succeeding with jut a conflict to immense and irresponsible power, the work of Bismarck and Kaiser William, as his indefeasible legacy, to do with it as he willed, he was just enough to see that he had far more than his share of right. He was generous enough to recognize the rights and the claims of his peo ple to more liberal consideration. He was earnest to propose for their protection and for their fuller en joyment of life, a constitution more liberal, a system less despotic, a legislation more conformed to the spirit of the age. It was touching, and it waa also sublime, to note the struggle of the dying Emperor, ex pending his last days, agonized with pain, with the arrogant, inflexible merciless Bismarck, intent to ad here to the policy, the policy, he himself bad dictated, of his dead father. . - ; We have little sympathy with Emperors. But we accept them as we do the inevitable; and doing so, we rau&t accord to - the deceased Frederick more of amiable charac ter, more of hopeful promise, more of deference to his subjects at, hu man beings than has attached to any of his dynasty. "The King is dead; long live the King; and vivas wow go up for the successor to whom all indications point as the King Stork; one whom Bistnark will kike to his bosom as the exponent of his policy; one to carry out his plans of f.irnign ag gression "and internal oppression ; one who will quickly, cover the late peacful sky of Prussian hope with glooui, and perhaps the continent of Europe with the smoke of battle; and this because one King follows another without reference to imli vidua! fitnes or the wishes or rights of the helpless subject people. Henry Clews cays that the re nominatiun of Mr. Cleveland was the very beft thing the . democracy could have done. Of couue it w.as. Mr. Clews, speaking for Wail street,, says that as Mr. Cleveland is certain to be elected, and to give the coun try a safe administration, business enterprise is just as if this was no a Presidential year. ' The Wilmington Star says: The railroad from this city ' to the beach at Wrightsville was com pitted yesterday, but the formal ceremony of t'riving the last spike will not take place until next Sat urday afternoon. To-day workmen will be engaged in laving side-track at two or three points, and to-morrow the directors of the railroad ccmpnny will go over the road in a private coach and make a thorough examination of the work, prelimi nary to opening the road tor traffic. Friday, excurt-ion tiains for the Lutherian Sunday-schools will be run, and on Saturday, as above sta ted, the ceremony of driving the last spike will take place. The new coaches for the road -three in number arrived yesterday. They are handsomely upholstered and as fine in appointments and finish as any first-class coaches. They are painted a canarv color, with gold letters "Wilmington Seacoast Railway" on the sides. The hotel at the Hammocks is progressing finely, and from pres ent appearance the lower part of the building will be ready for oc cupancy by the first of July (We clip the above as interest to those who propose to go to the State encampment). To provide that the Aldermen of the City of Asheville may negotiate a loan of One Hun dred Thousand Dollars, for the use and bene fit of H&id city, as set forth in said ordinance : i Be it ordained by the Board of Aldermen of the City of Asheville, That fur the purpose of obtaining the consent of a majority of the aoahfied and registered voters of i he city, that tie Board of Aldermen of the said city may borrow the snm of One Hundred Thousand Dollars, to be applied to the conn traction of a system of Sewerage, and other necessary and permanent improvements, an election shall he held on Tuesday, July the 10th A. T). 1888 at the nsual voting place, and under the rules and regulations governing such elections in said city ; and if the consent of the required majority shall he obtained at sach election, then the Board of Aldermen may borrow said urn of money npon the bonds of the esid city to be made and issued, in their discretion, in the denomination of Fifty, Ono Hundred and Five Hundred Dollars, with interest coupons attached, The said bonds shall become due and paya ble thirty years from their date, and bear in terest at the rate of six per centum per a;mm-n. payable semi-annually, according to the cou pons attached, on the first days of January and July in each and every year.
