The third annual governors' conference came to an unexpected close here late yesterday after the conferees had waited two hours to hear Governor Dix of New York, who was delayed in reaching Spring Lake. Although the program was to - have extended through today Illness and Ina bility to attend on the part of several scheduled speakers led to the dlscov ery that there would be no matter claiming the attention of the gather ing and the Idea of holding a session was abandoned. Fifteen governors who met at the afternoon session yes terday held what they termed an ex perience meeting. Governor Shafroth of Colorado discussed the state prison law and other reforms in his stote. and Governor Tenner, of Pennsylva nia, likewise told of reform In hu state. This," he snld In conclusion, "de serves a better name, perhaps, thar the governors" conference. This is the ancient and amalgamated order ol governors, the governors' union." Richmond Is) Selected. Governor Augustus E. Wlllson of Kentucky thanked the committee ol arrangements for Its work and the conference adjourned to meet at Rich mond, in December, 1912. Nineteen of the 9 governors, whi attended the meeting, left during tht day and evening for home. Those re maining over night at Spring Uiki were Governors O'Neil, McGovern Curey, Hawley, Sprey, Gilchrist, Ves sey. Cruce and Stubbs. Contrary to general expectation th conference voted down in executivi session the motion to appoint Wlllian- ooorge Jordan, who has served a; secretary three years, permanent sec retary. Instead, It was derided t( leac the selection of a secretary ti the executive committee. "No man would run nwa from the presidency of the Unite! States," said Governor Harmon, ol Ohio, when asked if he was a candi date for the democratic presidents nomination. When asked for a mon dellnite announcement. Governor Har mon replied that he did not consider it In keeping with the proprieties ol the governors' conference to drag In personal political affairs. He had no, attended the conference as a candl date for any office, bot to confer with his colleagues, and thought that li would be bad taste to refer to political matters upon his departure. The governor left for Knoxvtlle where he will address- the Appala chian convention. Before departing for Knoxvllle, Governor Harmon pre pared a statement concerning th( newly appointed states right commit tee. The statement reads: As to States' Rlglrts. "In view of an up parent misunder standing by some of the action of the conference yesterday. It Is deemed ad visable that a statement should bt made aa to Its exact nature and pur pose.
