Our public works have stead. ly advanced from their beginning point on the Atlantic Ocean far into the interior of the country, stimulating as they pro gr.ess. every department of industry, by offering new facillities of transportation and opening up sources of public wealth that have heretofore slumbered, and otherwise would have continued to slumber iu their natural barrenness. Guided by the example of nvy predecessors, I will proceed to lay before you the operations of the Government for the political period designated, and respectfully to suggest the adoption of such meas ures as, to Hie, the public interests may seem to re ouire. More detailed statements than would be compatible with the nature of this communication wjn be furnished bv the heads of the several Denar- tments m tiieir regular biennial reports. . - . . . FUBLIO DEBT AND FINANCES.. The subject to which I shall' first invite your at tention, deeming it of primary importance, is the condition of the finances of the State. A. rigid observance of the public faith is a senti ment deeply impressed upon the minds and hearts of the- people of. North Carolina, and the more sacredly cherished because of the fact that in all our past history that faith has received no tarnish. This well known disposition of tlie public mind for-, bids a doubt, that you will see that ample provision is made to meet beyond every contingency, the accr.iing interest on the public debt, and for the payment of the principal upon maturity. And happily for us, the discharge of this duty, as will ivoiu sucli new and combined measures as may diminish the present receipts of the Treasury. In rddition to the foregoing actual indehtcness. the public faith is pledged to the following Railroad Companies in the amounts named, upon a compli ance with certain conditions set forth in their re spective charters, and in a balance of .the appropria tion to the Cape Fear and Deep Rriver Navigation works ; To Wil. C. 6c R'd R. R. Co. $1,709,900 To Vcst. N. C. R. It. Co. 2,870,000 To Fayette. & West. R. R. Co. 100,000 To C. F. & L. R. Nav. Works 20,000 $4,630,900 These companies have so far complied with the provisions of their charters, entitling them to the aid of tlie State, as to leave no dout that the whole of the above sum will be called for by them, within a very few years, with the exception of $1,000,000 : of the amount guarantied to the Western N. C. i Railroad Company, which will be required, because i qf the fact, that their road will he completed to the j French. Broad River, its present terminus, for a sum less, by that amount, than was originally con templated. The State is also liable, by endorse ment, for the Wilmington and Weldon Railroad Company, in the sum of $150,000, A loss on ac count of which, however, need not be apprehended as the Company h;. ample means to discharge their debt atmaturity. The precise time at which the monies becoming due the foregoing Railroad Companies, will be applied for, is by no moans certa in it is not at all pro.bable, however; that more than l,5oo, 00(i will be required during the present and ensuing financial years. This sum woujd swell the amount of indebtedness to $10,529,505 : the annual I interest on which, together with the average annual j expenditures of the government, $93,000 will give tie sum of $728,424 7C, as an annual charge upon the Public Treasury for tlie present and coming ve&"s. This, it will be observed embraces the in terests on the the maximum amount of debt for that period which will not, however, have been contract ed until some time in the next year, for which reason a deduction of several thousand dollars should be made, from tne sum stated as necessary ior incone year and the same amount added to that required for the other. The receipts of this Fund consist of the dividends of all the railroad stocks owned by the State, and such balajvces as may re main in the Public Treasusy, from, time- to. time, af ter paying all current demands upon it. The whole amount of the Fund aJ, this time is $437,040. After tlie present year its annual receipts will-, probably, not fall short of half a mil ljonof dollars, and may possibly exceed that amount. An obvious reason why our railroads may be re lied upon for rcasonabl3 dividends, when prudently managed, as at the present time, is to be found in the fact that they are constructed mainly by slave labor; which, for all purposes not requiring mechan ical skill, is undoubtedly the cheapest that can be employed. No more conclusive evidence of this fact cosld be desired than that furnished by a comparison of the cost of ours with the cost of roads constructed with a dilfeaent kind of labor. Our great line of road, from Beaufort Harbor to j Cowana (Duck Town,) on the Tennessee line, a dis tance of 500 miles, will, when completed, cost $12, fi 10,000. Of this line of road 38 miles have been actually completed ; 50 miles more let to contract, and the remainder, 1G"2 miles, has been surveyed and careful estimates made of the. cost, so that the en tire cost of the road when finished, may be stated Western N. C. with almost exact certainty. On the other hand, we ! spread information which he conceives to be invalua find, that the Erie road, in the State of N.w York, ble. am! he hopes every sufferer will try his remedy, some 400 miles in length, cost $32,000,000. Or dii- : as it will eo;t them nothing, and may prove a oles- ferently stated, the cost of our road will be $22,000, i while that of thc Erie is $80,000 per rai.e. A clear profit on tlie former of $1,5-50 per mile, would give a dividend of G per cent., while on the latter it would require a nctt profit of $4,800 per mile to give the same dividend. Like comparisons between roads similarly . situated will never fail, it is believed, to develop the fact of the superior cheapness of slave labor when employed in the construction of rail roads. Financially and socially this is an important fact for us. It gives the assurance that ouriailroad in vestmenis will prove dividend-paying stocks aud that the public debt contracted for the con.-trnction of these works will be finally liquidated thereby. I have an abiding conviction that many of the present gen eration will live to see the public debt paid off by re ceipts from railroads, and the roads themselves left unencumbered, yielding a richer revenue to the State j than has heretofore been collected by taxatioa, and surporscdmsr, entirely, tne necessity lor laxaiion. i . ., . ; The fact is an important oue toe, in a social point or view, as it teaches us, that tnere is a proper aivision of labor, which if wisely observed, will avoid all pos sible conflict of interests, and enure to the advantage of all This division consists iu the employment ot slave labor where physical force rather than an exercise of the mental faculties is required, and the assignment of that field of labor, demanding the employment of skill and educated reasoning faculties, in its profita ble pursuit, to the white race, where these qualities are. mainly, and almost exclusively to be fouud.
