We now have nine executive departments, and if Congress adds a department to take charge of insular affairs the number at the starting of the republic will be doubled. The proposed minister for the colonies would relieve the war de partment of the care of the Phillip pines, the state department of Porto Rico, and the navy department of Guam. What would be the nature of the control in that case of the canal zone does not seem to be de termined. The present depart meat chief? each aad all desire to be relieved oi the care of insular affairs. This is particularly true of Secretary Taft, who feels the burden of the Phillip- pines. The proposed new depart ment would start with a full load of business, for the country's insular possessions are by no means iccon siderable.
