Julius Rosenwald, 69, merchant prince of Chicago, who has given away about forty million dollars, died Wednesday. Capt. Nathan O'Berr.v, St?t? Treas urer, aged 75? died suddenly at his home in Goldsboro at 1 30 Tuesday night from a heart attack. He was appointed two years ago to 'fill the vacancy caused by the death of Benj. R. Lacev. John P. Stedman of Raleigh has been appointed to fill the vacancy. Mr. Hoover pijres about economy and opposes salary cuts. About .Washington almost everybody is said to be on the government pay roll. So it is either reduce salaries or cut off official heads. One Con gressman says start the reduction with Congressmen and go down the line. Burlington should have all the sympathy and encouragement pos sible in its effort to reopen the First National Bank. It needs the kind that counts in buying and selling ?something tangible that makes one step with confidence when he puts his hand on his pocket. If the other bank could be reopened also the town would feel like it was on its feet again. Al] success to the ef fort being made for reopening. Wishing for it wont get it. On Thursday the Institute will be the guest of Duke University and ad dressed by Dean Justin Miller of the Duke law school. The Washington (N. C.) Daily News opened the new year with its leading editorial headed for Angus Dhu MacLean for governor. Mac Lean is of Beaufort county and was the member of the last Legislature from that county. Much was beard from and about him during the long session of the General Assembly. He took a strong Stand in favor of removing the burden of taxation from lands and was partially suc cessful. There are other avowed candidates?C. B. Ehrringhaus, R. T. Fountain, A. J. Maxwell. Joaephus Daniels is being urged. There are others, and there will still be others ?plenty of 'em to choose from. Lespedeia builds the soil more quickly and leaves it in better con dition thaD any other legume he has ever tried, aays C, B. Farmer of Nor wood, Stanly County, at a recent county meeting. Koo-Ieo Farm on rural route 3, Lexington, Davidson County, finds that cottonseed meal may be used to advantage in the hog ration ac cording to results secured in feeding testa this winter. O. I. McArthur of Lenoir County harvested $1M worth of honey from tO colonies of Italian bees this sea eon. ECONOMY IS BOTH NEEDFUL AND HELPFUL. ?I? R. K. Clark, regular contributor to the Greensboro Daily New#, in his ?'comment" column, has some what to say about what is being done down at Raleigh to stretch the appropriations made by the Legislature out over the year 1132. The Budget Commission made cer tain recommendations for appro pi rations for operating the several departments. The hoped-for better limes did not materialize, but con tinued to lag, so much so. that last year 20 percent was cut off of the appropriation projected for last year. Revenue income decreased, at least it did not improve,Aid it was found necessary to add another cut [in the allotment. Whereupon, Mr. | Clark delivers himself of thw fol lowing bit of good philosohpy. "That is hard times, but since no body has devised, or is likely to de vise, a satisfactory method to get the money where the money isn't, there is but one way out. Economy isn't a pleasant experience to the normal individual, and it is the more irksome when it is enforced. But any one who has ever been un der the compulsion of reducing op erating costs to the minimum has| been astonished, when he made an honest effort to get to thet irreduci ble minimum, to find how much less he could get along on than he had thought. It is realy a valuable ex perience and most helpful in many ways for one to learn the discipline of poverty. It gives an understand ing and a sympathy with those who know no other state that it woull be possible to obtain otherwise; and It gives an appreciation of conven iences and comforts and luxuries that we have regarded as necessities and as a matter of course. It is an experience that few take on volun tarily ; that few who have had it would voluntarily repeat or wish on others. ?ut the value of the dis cipline is unquestioned. Those who have endured |t end profited by it hold it in high repute, even if they do not of their own motion under take a repetition." If econmy, paring down expenses to keep a-going is good for the State?and necessary, it should oe good for any and all other political divisions?counties and towns?of the State. il is just as nara, pernaps more so, for the average tax payer to pay his county and towp tax assessment as it is for those who contribute to the State's revenue. Those charged with disbursing and managing the financial affairs of the smaller political divisions should take a hint and act and not wait-to be prodded int operforraing a perfectly patent duty. It is perfectly natural for one to want to cling to a sweet morsel as long as possible. Nor should one wait for it to thunder or for an earthquake before adjusting him self to harmonize in some measure and sympathize with those who pro vide the means by toil and sacrifice and selfdenial. The measure of compensation for performing the functions of office in most counties and towns was fixed in flush tunes?when people made more money than they knew how to spend. Things have changed. Then a bushel of wheat was worth in dol ! lars three times as much as it is now, but it takes as much work and time now to make a bushel of wheat as it did then. Numerous ramifications have been added to the conduct of public af fairs?most of them expensive, some of them useless, A ^implication to \ ward economy urould be in greater harmony uith the times. j It is not necessary to specify? the application ia general.
