Announcing his intention to press tor immediate action on his proposals to request the President to enter into negotiations tor acquisition of British and French islands in the Caribbean, and other waters nearby the United' States, Senator Robert R. Reynolds, of North Carolina, said today he is convinced acquisition o f these areas is vitally Important to defense plans tor the United States, and proposed that the United States Possession of Puerto Rico be made headquarters tor de fense operations in the Caribbean. ? He said he considered the Caribbean areas of especial importance due to their location with respect to the Panama Canal and the Monroe Doctrine, and proposed that the British and French Islands be taken over in partial payment of the war debts. The plan Includes acquiring Bermuda and New Providence and. Bimlnl Islands, in the Bahamas, British Honduras, anfl Islands owned by France between New foundland and Nova Scotia. The North Car olina Senator said he feels also that the United States should acquire lower California from Mexico, and Cocos Island off the roast of Costa Rica. ? Senator Reynolds said he feels the United Stales can be "mighty glad that the important Island of Puerto Rico is already under the American flag and well Americanized." He pointed out that construction now under way at Puerto Rico will make it a Gibraltar commanding approaches to the entire area He said acquiring the foreign islands would banish possibility ol a sur prise submarine or bombing plane attack In that section. Senator Reynolds pointed out that Bermuda is only 530 miles di rectly east of the coast of North Carolina, while the Bahamas are virtually in the same waters as Florida. In addition to the defense angle. Senator Reynolds said that acquisition of Bermuda would give American transatlantic planes a hopping off place from American territory, while acquisition of the French islands between Newfound land and Nova Scotia would give an additional jumping off place to American planes flying the north ern route.
