Senator Sam Erf in Says: j Washington? congress is en tering the eighth month of the current session. With most priority legislation still pend ing, some assessment of what has been happening may be In order. A wide range of fac tors are Involved In the Judg ment' that committees have been exercising, but three of these might be outlined as fol lows: First, this session has wit nessed more Presidential le gislative requests than any other in recent years. More than 400 of these requests of varying urgency have come to Congress tor action. In ad "attion, 'there are.as usual thou sands of bills Introduced by 'members of Congress at the first session. A" this has produced a massive amount of legislation for committees to consider. Second, most of the major legislative programs urged are and have been for some time highly controversial. Congress has been asked at this sessiio to enact legislative meas' res on transportation problems, aid to education, national debt limi tations, costly foreign assis tance, coerclver.lvtlrlghtspro posals, and tax amendments, all of which have raised the most serious Issues. Third, the vast majority of the recommendations for a host of new programs are running into resistance from the public which Is becoming leery of Increased Federal spending. Thus, a considerable number of proposals have not caused any massive public expression in their favor. The tax program which has been In the process of study for many months Is Illustra tive of the problems presented to this Congress. Most mem bers are aware of the fact that the present high tax rates are In need of revision. At the same time, the tax reduction bill must be considered in the light of what Is being urged In the way of spending. Here the bill cuts across the basic economic phi lusophy 'hat it Is not sound to cut ta^es and Increase spend ing In tlir.es of relative pros perity. Only a few days ago the Pr? sider.t whei. asked by a reporter "whether he would call the economy goud, slug gish. or bad" Is reported to have stated: 'Td say good." The general state of business may be having a considerable effect on many of the proposals. Commingled with a difficult tax issue, Congress faces ci vil rights proposals which are seriously disturbing to vast numbers of citizen^ who are questioning the need for and the long range effect o! the broad powers sought to be conveyed upon a nebulous Federal Doctor Talk I By John B. It seems that these I diseases will always be with us regardless of all efforts of of medical science to stamp them out. The old saying " you can lead a horse to water, but you can't make him drink" Is as true today as eVer! Hardheaded Child May be Hard Of Hearing Quite often children are ac cused wrongly of being "hard headed" when actually, they are hard of hearing. It is generally felt now that an actual Increase In deafness in children Is oc curring, usually secondary to an acute middle ear infection. bureaucracy. Congressional committees have been studying the issues and endeavouring to render honest Judgments upon them. As they weigh them, the legislative advice which the late Speaker Sam Rayburn gave comes " mind. He said once: ''one of the greatest stateinerts that w as ever made by anybody was:'Just a minute'." In my Judgment, this is what Congress Is saying before It acts on many of these legislative requests. It Is also well to remember that It will be far better for Congress to de fer action until it can write good laws than it will be for It to en act hastily concocted bad legsi Many children complaining with acute "earache" are seen by the family physician and re ceive one or two Injections <3 Pencillln or some "mycln" to take by mouth and become symptom free and never re turn to the family physician.'
