A slight inquiry into the relations
which two at least, of the tabooed races
sustain to the whites in regard to the
presence here, may be useful in forming
a conclusion upon t,he subject. The In
dians can say that theirs was the right

claim and the whites. But the negro

in seeking new fields of conquest that
the swart sons of Africa first landed up
on the shores of America ?
No, but by the greed, and tyranny, and
oppression which mpclcd the whites to
snatch from his house across a thousand
leagues of water, the weak and unrcsist
ingchildren of Ham, and consign them
and their posterity to a- slave's life. It
was to carry out the theory of a white
man's go7ernment and absolute domin
ion over the rest of : mankind, that the
negro race became denizens of America.
The progressive snirit-of. the age at
length decreed that American slavery
should cease. To the question of the
future political status of the emanci
pated race, the best intellects of near
forty millions of people were applied.
The solution was reached by making
them citizens and giving them the bal
lot. Some considerations of expediency
and a temporary balance to the cle
ment hostile to the government were
involved in the settlement ; but the
best and wisest of those statcmcn who
were engaged in the subject, put the
right of the negroes to participate in
the government to which they owed al-
legiance, upon tne gruiuni mat I-'
tion of the coiumuuijy could be de
prived of it without being at the mercy
of those who did.

Southern democratic papers ; speak of
the deceased statesman. This paper is
a representative of whatever is progres
sive? of whatever is liberal, ot whatever is
tolerant, of whatever is national in the
party to which it belongs.1 It has pen
etration sufficient to see that a nation
ality cannot be based upon a vindic
tive hate which r-rcu survives tjje death
of men and of dogmas.
EDITORIAL BUDGET.

Governor Beveridge has banished
cards and dancing from the executive
mansion of Illinois, in response to the
"demands " of the Methodist brethren.
Mme. Catacazy is in Paris, where
the continued beauty and taste of her
toilets is amply appreciated, but a
chronicler delicately suggests the wan- I
ing of her natural charms by saying
that " unadorned she would be adorned
as little as one can imagine."
Thc will of Miss Sophia J. Snow,
bequeathing $85,000 to various charita
ble institutions, was admitted to pre-j
bate in Boston Tuesday. The will ends'
as follows : " I forbid any person or
persons to break this my last wiU and
testament, and whoever attempts to
break it or breaks it may he, she,, or
they find no peace for mind or body in
this world or the world to come."
The decrease in the business of the
various Southern steam-ship companies
during the past few weeks, and, in fact,
throughout the entire Winter, has bc
un to attract general attention in com
mercial circles. Within a clay or two
the Erie Basin Drydock Company have
received applications for dock room for
more steamers of these lines than they
can accommodate. The Garrison's Sa
vannah Line. No. 5 Bowling Green,
have retired three of their fastest ships,
tho Gen. Barnes, the Livingstone, and
the Magnolia. The Black Star Line
have taken off the Huntsville, and the
Quiritard Charlestoh Line No. 177 West
street, are retiring one boat per week.

of their Savannah boats, the Columbus;
and other companies are preparing to

In pursuance of the power granted by a
certain Act of the General Assembly of the
State of North Carolina, entitled An Act
to empower tho city of Wilmington to sub
scribe to the Special Slock of "The Wllminfc
ton and Seaside. Railroad Company," ratifi
ed the 16th day of .February 1S7I,
The Board of Aldermen of the city of Wil
mington, N. C, !

Section 1. That $m election be licbl on
Monday, twenty third day of March, l7i, in
the different Wards of thig city, at the; res-
pectlre places at which the polls for the ele-- ;
tion of Aldermen! i of the city are usually '
opened, for the purpose of ascertaining by ,
vote of the qualified voters residing In the
city, whether a Subscription to the amount
of Ten thousand dallars shall be made in lw
half of the city to the Special Stock of" The
Wilmi"ton Irid Seaside Railroad- Com
pany," Provided the said Railroad Company
prepay to the City! Treasurer one-half the
expenses of said election. x r
Section 2. That said election shall be held
under the same rules, regulations and ien
alties as is provided by law in reference to
elections of Aldermen of the city, and all
persons qualiliied to vote for such Alder
men shall be entitled to vote at said elec
tion. Those persons in favor of making
said subscription in behalf of the city 6hall
vote a ballot on which shall be written or
printed the word SUBSCRIPTION," and
those who are opposed to such subscription
shall vote a ballot oh which'the words , I
SUBSCRIPTION ." shall be written or print
ed. The- above ordinance was passed by the
Board of Aldermen at their meeting held
