There is now enough snow in the basin of the Potomac River to bring serious trouble along its banks. It all depends on the way the snow and ice melt, acceding to M. W. Hayes, of the Weather Bureau. If jnelting is gradual, there will be no flooding of any consequence. A rain of 1 to 1 % inches on top of the snow and ice cover, how ever, is sure to cause serious floods along the lower banks of the river There are now, Mr. Hayes says, from 5 to 3 5 inches of snow over the watershed of the Potomac. The average coverage is from 12 to 15 inches, only one place—Frostburg, Md.—having 3 5 inches. At Great Falls just above Washington, D. C. there is only a narrow channel open. In the rest_ of the normal channel ice is piled 10 to 20 feet. Already there are floods in the Alabama river and its tributaries, in the Tomb'gbee and Black War rior rivers in southern Alabama and also in the Pascagoula river, and its tributaries in southern Mis sissippi. Some of the rivers in Georgia and the Carolinas are in moderate Flood stage because of heavy rains. The Mississippi river, though in no immediate danger of flooding, is clogged with ice below Cairo— farther south than usual. Durant Files Petition In Bankruptcy New York—A comeback attempt by William Crapo Durant brought the former automobile magnate and spectacular stock market dealer nto bankruptcy court. As president of the Pomeroy-Day Land company, Re filed a volun tary petition in bankruptcy which listed his assets of $250 worth of tlothing. He has liabilities of $914,231, the petition said. Once leader of the bull forces in JTall street and founder of General Motors in 1908, Durant was in se tlusion in his Fifth Avenue home ind his secretary issued for him a terse statement which he refused to ixpand upon. "My petition in bankruptcy filed s due to frequent and repeated :ourt proceedings instituted by a tew creditors, representing less than rive per cent of my total obliga tions, who have attempted to ob tain a preferential position,” the itatement said. "Action by the creditors referred to has prevented me from giving ny best efforts to rebuilding ray :ortune and I no longer propose to )e harassed and annoyed. I dare to believe that North Carolina will rejoice to take her place among the states making pro vision for old people to share the full benefits of the old age pension provided by the federal gvernment in conjunction with the state.” -- * Mr. Hoey’s openings address was termed by numerous friends as one of the cleverest political addresses they had ever heard. "It was smart,” one man de scribed it. "He made his position clear on every important issue. He did not equivocate, nor did he in volve himself. He didn’t leave a loophole open and there wasn’t a place in the speech any of his op ponents could get a crowbar under. It was clever. It gave him a tre mendous send-off.” The Cleveland county man has several speeches scheduled for the next week or so, he said, but none of them is to be of a strictly politi- , cal character. Within the next 30 days, however, he will begin a speaking itinerary that will carry him into every county in the State for addresses in furtherance of his candidacy. He is perhaps the best known political speaker in North Carolina and is regarded as one of the finest orator in the south. In the last 20 years he has made in- . numerable addresses in behalf of Democratic candidates.
