The road oanaot be built from the sales of land, although when built, the land would be an excellent security- but the Government, in extending aid in the form proposed, will be secured beyond all perad venture, by a first mortgage upon the line, its franchise, lands and nroDertv of every descrip tion, and the line will be always open to all connecting roaas on equal terms, and not be controlled by any special interest.
