The Daily Review. .JOSH. T. JAMES, Editor & Prop. WILMINGTON. N. a FRIDAY. MAY tl. 1884. K tared at the FoatoOce at Wilmington, N. C, a seeond-elaM miller. . Tha Xcics and Observer thinks tint r. lort win do kdowq tn niitiry as One Dollar York becioso he proposed that the Legislature should appropriate one dollar towards baildinz 'he West- era N.C.R.H. Oar friend estimates tha dlitiniuiihcd centlenita at lar be- jond bis value. His stock will never letch ono hundred cents on the riolUr. It will Us at a terrible discount before tba idci of November. Henry Ward Beccher is very Irank and outspoken in bis opposition to Blaine, and declares that be will not support bim if be U nominated for President br the Republican party at Chicago next month. Giving his reasons for this attitude of antagonism, be says: I bate no sympathy with and would not suoDort any candidate whose WW w sources of income bare been the money centers and monopolies of the country. nor would I counsel the nomination of such a man by cither parly. I cannot reiterate my sentiments on the subject of Mr. Blalne'j candicacy too atronsly. His nomination would bo a public calamity and bis election a national disgrace. As a politician hi? sun has set. and be may now devote himself entirely to the literary labor in which be so much delights." Wo would beg our esteemed co tem porary of 'the Sir to possess his soul in peace and patience. All is not yet lost, despite the folly of this most fool Ish Congress. There arc a few wise men left among u, a tow cool head?, who will yet be able to steer the Demo cratic ship clear of the shoals and quick sands. We beg the Siar to remember that this Is not a time for crimination and recrimination, but for cool, careful and deliberate action. The more it talks about the tariff the lcs good can It do the party. For the present, at all events, tariff reform ha been talked to death at least, it sleeps, and let it sleep In ceace. for the time being. There are plenty of other subjects of absorbing interest to engage aticnrtcn now, some of which we modestly suggest have already been iif fleeted too long. It Is not worth while now to open the old sorci; let them heal if they will. This cannot well be ac complished bf calling men traitors" be cause they have not thought as wo cat thoneht and became their convictions of duty have been as strong as ours. There are two sides to this, as there are to til questiens, and there is Rotnelhinr tnhAiiIJ far Mr. Randall and the other opposing Democrats, af-er all. Their sin was. not so much in opposing iKa kill &i in votinz azainst it, in defiance of tho decision of the party caucus, and they should not have voted at all on the measure. This is plain ml nnt in ha dunnted. but then we w W W must . remember that a man owes a duty to his constitueats as well as to his party and the constituents of the gentle men who voted against tho Morrison bill required that their interests should be sustained by those wjio were sent to Congress to represent those interests. It Is well, therefore, to look at tho facts in every light which can be thrown noon them. It miv be a bitter pill fur many to swallow but it is well to un dcrstand that Mr. Randall's offense and thtnrhli nartv friends must be con firmed, nut in a spirit of charity, and not for their sake, but for tho sake the Democratic paity. It wo aru r.ot yet prepared to force these boiling Con- cressmcn and their coosir.uenls ns well into the ranks ol the opposition it would bo the part of wise rnn tn withhold our hands and not tn lavish opon them such opprobrious epithets as the Republican contingent In thm Democratic nartv" else a disaster fall onon that nartv from which it will take ycats to recover. Resides. thn hlama la not all theirs as a larse portion must rest upon these who forced an Issue which was absolutely worthless to far as any practical results arc con oemed. - Our friend ol tho A'cirs ami Observer takes a very scnsiblo view of the sltua- ttanunnrdi Iho defeat of the tariff bill. Ho says: K Is wellto lake a philosophic view of those misadventures which one can't belp. Had the Morrison bill passed tho House, there was only a bare chance of its passing throuca the Republican Sen ate! We had hoped that it might go throazh but it was hardW to bo ex pected. Iupaasage by the House would ibeo have been without any practical avail. It'would only have emphasized the position of the fjeat majority of the Democratic party. That was all. It would have been an assurance that the Democratic party doe favor tariff re form . It would have indicated that the Ttarty docs propose to take action when it has the ability to act. The result, even if the matter stop where it Is will berary different f rom thu. When uongress Mxaoiw dall opposed tarifcasitation at this ses sion. When the caucus was called UN ty-sevta Democrats stood by him tn that attitude . When the bill was taken op three weeks ago by a TOto ofHO to j-only two majority, thirty-nine Democrats voted against tho proposi tion. Oayesterday ihcre was a much fuller vole. In the committee of iho whole iho v,ote stood on the proposition to strike out the enacting clanse.' I5(i, to 151. five majority against the Morri son bill, and a few rainutc3 la'.cr in the I louse, it stood 159 to 151. a total vote of 313 out of a possible 324. Eleven members did not vote. ' Wc regret that tiie bid was defeated, bat the volei that have been taken do monstrate that the Democratic party I n3 an organization favors tariff reform and that is all that c jald havo been ob tained by the passage ol th bill. It is a demonstration that tho party purpose to to on with the work on this line. Wc had preferred that tho bill bad gotten through the House even if there was no chance to pas it through the Senate. Rat thai does not matter much as it could not get through the Senate. The Republicans stood in tho way. The moral and ioliiical effects arc about tho same as if tho bill had been passed by tno House, and then had tailed. In cither case it is known of all men that there arc several classes or Democrats within our oranv.ation; firsrj those "who propose tariff rclorm a. onco; second, those who favor tarill relorui and also internal revenue reform ; third those who do not think it desirable to mfcn &nv action at nrescnt wbilo the Senate and the President are Republican and fourth, those who prefer not to in terfere with the tarill. but to accom plish tax reduction exclusively by abol ishing the internal revenue taxes, inis state of affairs is universally known THE MAILS; : Tfeemall close and arrive at the City Toe office aafollowa: CIXJSK. ; Northern through mails, last. 7.00;P.
