The executive committee indicate their expectation that at that time the Domination for Congress will bo made and that the convention will appoint the district delegates to Chicago. Indeed the committee adopted a reso lution to the effect that "wo prefer the old time-honored custom of each Con gresaionaT covenlion electing its own Matlonal delegate." The phraseology of the resolution would teem lo indicate that tbe com mittee thought somebody . preferred another course. If so. perhaps there is a misconception of the matter, wbica a abort explanation will probably remove. The Stats executive oommittos did not recommend that district delegates should bo elected otherwise than by district conventions. It did reouoimend that there should be delegates chosen by the Counties to atlcnd a district con vention for the purpose of organizing the district and for the purposo of elect ing delegates from the district to the national convention. This recommendation was mado di rectly to the counties because some districts had been so chanced that practically there were no district exec alive oommiltes in tho districts. It mj that there was a district com mittee lathe old Third, which feels anthorired to act lor the new Third. Such also Is doubtless the case in the first and second and fourth districts. But In the others perhaps the old exec utive committee may not be inclined lo act without a re-appointment; and there never was an executive commit tee for the 9:b. We believe there is only one county in the new 6th. that was ia the old 8th; in tho 7lh only two or threo are retained. It ms to fit these cases .that the recom cnemdalion was made. If the district committeemen act as has been done in Lhe-3d district, there will be no necessi ty follow the recommendation of the State committee. If the district com mittee do not call district conventions, ihea it may be expedient for the ' coun ties to follow tho recommendation of the Stato committee, which is for the counties in the different districts to elwt delegates to a district convention. which can be held at Ualcigb on Jnne iStn, when the State convention will bo held.
