All we are waitin lor is the cholera." tr Clarence Stedooan. who has met with more successes among the nine muses -than in the rafdst of the bellowing build and the bad bears, has been offered the chair of English literature at Yale. The Yale alumni in New York stand ready to add fifty thousand dollara to the endowment of the chair as soon as Mr Stedman shall agree to fill it. There are conflicting stories as to the whereabouts of Capt. Traynor, who started some time ago to row across the Atlantic. The ship Constellation re ports haying seen him more than a week ago about forty miles off Boston, paddling his own cauoe toward En gland, and the New York Herald confi dently asserts that he is summering with his family at Georgetown. Maine. His friends, so the report says, are willing to wager that nis voyage will never be made. However, should he undertake it, it would be scarcely more hazardous than the feat of two Danes who baye started to paddle in a skin covered canoe from Alaska to San Francisco, a distance5 of about 2,500 mile3. The canoe is nineteen feet long, and covered with the skin of sea lions. Two great engineering schemes are now attracting utieution in Europe. One is a proposed railway tunnel through the Pyrenees, a convention for which has just been, sigoed by the French and Spanish International Rail way Commission. The other scheme i3 an international railway connecting Europe with Persia. India. Burmaji and China. It appears thai Sir R. M. Stephenson, who ha3 been endeavoring to'arrango with the Sublime Porte for the commencement of the work in Turkey lor the last thirty-four years, considers that the negotiations are so far advauced as to warrant the for- matiort of a company to work the con cession, wnieh lie believes he will eveniuaily obtain. The capital is fixed at $80,000,000. It is said, says the Herald, that nego-. iiations for a commercial treaty b8 tween tho United States and Spain have come to a standstill because Spain is unwilling to grant us any further favors in trade with her colonies. This act is to be regretted because we give the nearest market for the chief pro duction of Cuba, and it is only natural that we should possess a large share of the trade of that island. To undertake to correct this would inflict a crushing blow upon, the people of that colony 0 Spain a brow that would in all proba bility be fatal. The course that wis dow and interest point out to Spain i3 to encourage, as far as possible, close commercial relations between Cuba and the United States. That island is passing through a severe crisis, which is in a great measure due to misgovern- ment, and more than once has it seem ed likely that it would become inde pendent of Spain. A wise and liberal policy would develop its resources and make it what it is by nature fitted to be, an inexhaustable mine of wealth. It may be that Blaine's foolish utter ances have aroused suspicions in Spain that the United States would like to annex the island. This is not so, and there would have to be a radical change in public sentiment before, any strong movement looking toward the acquisi tion of Cuba could exist. We wish to trade with Cuba under as free condi tions as can be obtained, and we be lieve that the benefits of a liberal com- mcrcial policy would redound more to the welfare of Cuba, and indirectly of Spain, than to ourselves. We hope that the interruption to the negotiation of this treaty will bo only temporary. and that the measure will finally be adopted. In default of a general re vision of the tariff, the policy of com mercial treaties affords an opportunity for securing larger markets for our pro ductions; and the reasons which prove the expediency of contracting such trea" ties with Mexico and Canada also apply to like treaties with European coun tries. .
