The vessel which was reported oshore on Frying Pan Shoals iu yester day's issue proves to have been the Schooner ME Gilder sleeve, bound from E.izabeth City, N. C, to this port with a cargo ot corn. The latest news con cerning her which 'was received this forenoon was that she fas leaking badly and had lost a "portion of her cargo. She was floated onl at 5 o'clock yesterday afternoon and towed into Smithville by the steamer;Passpor. Election of Officers. The Wilmington Light Infantry held an election for officers last night with the following result : First Lieutenant J. C. Morrison was elected Captain; Second Lieutenant F. A. Lord, First Lieutenant; and Sergeant F. L Meares. Second Lieutenant. C, April 14, '85. $ Gentlemen: In accordance with a duty prescribed by your by-laws, and in pursuanc9 of custom, I herewith beg to submit my annual report of what has been done by your Board ol Mana gers for the year just closed, and to make such suggestions as we believe will prove beneficial to the members ot your body and the community at largf. By reference to the report ot your Treasurer, just read, you will see that the bnancial condition ot your Associ ation is a matter of congratulation : free rom debt- everv liability previous to April 1st having been paid and a bal ance in your treasury of $20.12, show ins that we have kept our expenditures within our resources, and that our in come has proved ample for current ex penses. Your surplus fund has been increased from $l.uu 57 by collection of initiation fees and interest. to $1,115- Gl, and has been funded as the report of your Treasurer shows. You will observe included in our ex penditures for the year one of an extra ordinary nature: ot $07 50 paid to the New York Journal of Commerce for advertiing the proceedings of a meet ing of our Exchange, held lor the pur pose of refuting the slanderous charge of an Associated Press telearani reflect ing upon the character and fair dealing of the merchants of our community, and by resolution callma upon the Mew York Nf.val Stores Exchange to have the denial made in as public a manner as; the slanderous charge was promul gated. I take pleasure in stating that we have received a letter from Mr. W. Ri Tolar. President of the New Y'ork Naval Stores and Tobacco Exchange, inclosing a copy of a published letter of his, disavowing any responsibility for the slanderous utterances ot the Asso ciated Press telegram, and stating that their resolution, so far as Wilmington was concerned, was only a request to hav3, if possible, irregularities in the f r a m gauging oi spirits turpentine rcmeutea. We have also a communication from the Manager of the New York Ex change, inclosing a copy of the resolu tion : omn oi wutuu vouiuiuuiuauuus " . will bo presented ana read during this meeting. The cause ot complaint was reported by you to your Board of Man agers, and 1 will sta'e we have given the subject that careful consideration it deserved, and we will have to refer thc matter back to you for your action, with the following statement: In 1875 the Exchange adopted a rule requiring all inspectors employed by members of this Exchange to be licens od by this body, and requiring them to nave tneir gauging pniaiup, ataics, &c, tested by the committee on Inspec tion, but in 1877 the Legislature so changed the inspect'on law that it ren dered the rules and regulations oi our Exnhamze inoperative. Mr. D. G. Worth. President of your Exchange for the year 1877, in his report called the attention of your honorable body to the tact, informing you that the n?pection law had been so changed, and amended by recent legiilation, as to deprive this body from superyising the working of this system, which had wrought sucb beneficent results for the past two years. So you will see our State laws are such that unions we can get the coopera tion of our inspectors we can do noth ing. They are sworn officials; the law does not require them to put their pri vate marks on tho cask-they gauge. So if there is any mistake or error in gauging the matter cannot be traced. I will state, however, for your informa tion, that all the irregularities do nr t occur here. One ot our most reputable business houses shipped a lot of spirits turpentine to New York; their cor respondents in New York complained of overgauge. They had a number of these casks emptied and returned here with the New York gauges marked upon them , and, upon testing them here most carefully it was found that tne Wilmington gauges were nearer corrected than the New York gauge - We would therefore suggest that you request your new Board of Managers to correspond with tbo officials of the New York Exchange, explain our mode of causing, inquire into their method, and then try and adopt a uni form system for the two ports; at the same time assuring them it any error exists iu our mode ot gauging and our inpectors arc convinced of the same, we know the matter will be at once corrected by them I will also state that there is a rule now in force, and most of our buyers avail themselves ot it, where spirits turpentine is examined for color, packing and testing gauges, and any discrepancy in gauges is at once corrected before it is bunged up after salo. And I wou.d call your attention to thc fact that the Inner Slue across Frying Pan Shoals is now i being properly buoyed so that small vessels irom Uoslow and the Mortbern counties can come to our port without any danger or delay and with as much safety as before the closing of New In let. For the last two improvements, I Jiee I our community is indebted to the kxurtionft of Hon. A. H. VanBokkelrn. the able President of the Cnamber of Commerce, tor showing their necessity to the department, and tor persistently urging these improvements, f regret to have again to call your attention to the fact that the books of our exchange continue to show a marked fulling off in our receipts and exports, and to urge upon you tha necessity of using all of our endeavors, both as individuals and in our official capacity, ft regain this lost trade, to build up our industries. I to open up new avenues of trade, and to do all in our power to promote the advantages of our port lortrade.and as a deep water outlet. We should at once notify all correspondents at Jack sonville, Swansboro, Washington, Eliz beth City and other points, about the buoying of the inner slue over Frying Pan Shoals, so that all of our smaller craft that brought naval stores, corn, and other products to our market be fore the closing of New Inlet, can be notified ar.d assured of a safe passage, so that th;s trade that has left us can be regained. , I am happy to state that at tbe la3t session of the Legislature a most ad vantageous charter wasobtaii e J for the Wilmington, Onslow & East Carolina Railroad. A meeting of the corporators has been called, and an organization will be effected. Every exertion stould be made to build this road speedily. It is an enterprise that will prove highly advantageous to Wilmington, and it built will prove very beneficial to our community, and its advantages cannot be turned from us. In my opinion the building of it would start Wilmington i Church, on Campbell street, last Mon into new life and its good results can-. d ay aight and will bo continued dur not ibe overestimated. Our membership should be increased and every member should exert hismclt until every reputable business house in our community is classed among cur membership. We have had only one death from our membership during the past twelve months. Alex. Sprunt. Esq.,, one of our purest and best, a prominent mer chant and Christian gentleman, after a life full of honor and usefulness, has passed to his reward, leaving his exam ample and impress for good uo"n all he came iu contact with. Verily, a good man has fallen, and we mourn our very great loss. We take pleasure in testifying to the very abie manner Col. Cantweil has performed eveiy duty as Secretary and Treasurer, and we commend him tor his laitbfulness.
