A naval officer at Washington says be knows that the Russian Government has nffpmd John Roach $100,000 more (or tbe Dolphin than the price named in Roach's contract with tbe United States. Rnacb, be says, has asked tbe navy department to say at once whether it des res .he Dolphin or not, offering, if the department will say that it does not. to return tbe money already paid him on that account with interest. The same naval officer i3 authority for the statement that the Russians have offer ed to buy from Roach the unfinished cruisers Chicago, Atlanta and Boston, just as they stand on the docks, at prices higher than c those promised by the United States, and tbat Roach is anxious to complete the bargain with the Russians. It is said in the treasury department at Washington that tbe advent of the new Administration has had a whole some influence there. The entire force is more exact in coming at 9 and not leaving until 4 in the afternoon. It is also said tbat there is more apparent industry in tbe department, less gos sipping and less promenading in the hails. There is also a marked improve ment in the temper of the clerks, and not so many complaints and bickerings. An anxiety is expressed to be kept constantly employed, lest it might be discovered that there Was a useless number ol clerks in some part of the buildings. Sick headaches arc not so frequent, and a more robust service is manifest in every part of the depart ment. . Now tbat both patties have accepted civil service reform, somebody recalls the act from Jefferson Davis' auto biography that he saw the propriety of civil service reform principles. When he was secretary of war be bad a clerk ship to fill and was handed a list of names, with numbers opposite them indicating their relative fitness Quar ter-master-General Jessup explained to him what the numbers signified, and Mr. Davis replied : "Very well. I ap point the man who stands No. 1." Shortly afterward he was called to ac count by Democratic politicians for ap pointing a Whig to office. He replied that be bad not appointed a Whig or a Democrat but a clerk, tbe fittest man be ould find, and that he should follow tbe same principle. It the President has one hobby above another in connection with selecting officeholders it is on the subject of health. When a name is presented for his consideration, and after he has sat isfied himself tbat the candidate has tbe moral and intellectual qualifications,- he invariably follows it up with something after this style: "What sort of a looking man is he?" "flow much does be weigh?" "Is he in per fect health?" "Do you think be could perform bard work and still keep his physical condition unimpaired?" The President likes a robust man and be lieves that it is a mistake to put men into office who are more than likely to either neglect their duties or to reiire wirh shattered constitutions. Conse quently, candidates who are not vigor ous, iu a physical sense, meet with little favor at tbe White House. A Detroit man, who was oue of the prominent Fenia raiders in 1868, is reported to have said recently that an organized move on Canada from sev eral different points in the United States would be made in a short time. He said tbat the raiders were going over in boats, and, being tbe owner of two vessels, he did not wish either his name or the names ot his boats to be known in this connection. Many of the raid ers will come from Chicago, he de clares, where they are now drilling in secret, and thay do not expect the United States Government to interfere, because of tbe alleged sympathy th" members of tbe Grand Army of tbe Rf public have in tbe movement and tbe influence they can exert on Uncle Sam to keep his eyes shut tc what is going on. It is also reported that a band ot Fenians have been organizing in the oil region of Pennsylvania for tho purpose of harassing the Canadian authorities by the use of explosives. They are all men who have been putting down torpedoes in oil wells or manu facturing nitro-glycerine and other ex plosives, and arer therefore perfectly familiar with and equally fearless in handling the stuff. They propose to go to Canada each man by himself, in cr tfer not to attract attention, while each is to do his allotted work. The Merchant has a Headache from a fit of indigestion, and misses a good Bargain, The lawyer does the tame with a case. To amy nothing about doctors' fees. etc.. it don't nan in rbe even a little sick. Dr. David Ken nedy's "Favorite Remedy" is a friend of tbe business man, for it clears his brain. One dollar a bottle. Tbe murder of the yooog English man, Preller, whose body has just seen found in a trunk in St. Louis, is as mys terious es it is atrocious. The mur derer, supposed to be Walter H. l-en-nox Maxwell, must certainly have known that his crime would speedily be discovered, for tbe trunk with its ghastly contents was left in bis room in his hotel. Indeed, the sentence written on a bit of paper lying on tbedead man : "So perish all traitors to the great cauee" may even be taken as an in dication that he desired bis victim's fate to be known. This writing might be considered also as proof that tbe as sassination was for political reasons; but nothing else in the case bears cut this theory. Preller's actions and bag gage " ere those of an intelligent travel ling salesman. Other features of the singular story suggest that Maxwell was a madman. Gen. KomarofiTs "explanation" and Russia's attitude toward it aptly illus trates tbe French duellist's celebrated maxim, "Put the other party in the wrong and then thrust straight." Neither the general's own exploit nor tbe action taken by his Government re specting it are anything novel in Russia's policy. When Admiral Na chimoff destroyed tbe whole Turkish fleet at one blow off Sioope ia , 1853, Russia of course "regretted the unfor tunate occurrence." and made a show of blaming its author. But the offend ing admiral was privately invested with the Order of the White Eagle, aud the advantage that he had gained was utilized to the utmost. So, too, when Gen. Tchernaleff, in June, 1665 cap tured Tasbkend (the present capital of Russian Tutkestan) by a sudden dash like that cf Komaroff, similar protest ations and assurances of precisely equal value were made by the Cabinet of St. Peterbnrg. But Tchernaleff, while ostensibly censured, was secretly re warded, and Russia took good care to retain the captured city. 4OIi !
