It is significant of the hold which the Salvation Army has taken upon the sympathies of the common people of England that Gen. There is no doubt that the Indians of the present day are than sinning and more sinned against that innumerable cruelties, frauds and deceptions have been practised upon them. The revel a tions is regard to the late Ute troubles ii a plain proof of this fact. The New York Star thus comments on the subject: It seems quite possible that the ex citemeot oyer the alleged Indian out break in Colorado was a carefully ar ranged pretext under coyer of which fresh cruelties on the Utes were to be perpetrated. The Utes have been un fairly, even brutally, treated in the past, and it ia not difficult to suppose that their feeling was the reverse of amiably, but in the lights now before us we fail to see that they have been the aggressors. The whole episode suggests the idea of an organized effort to embroil them by goading them tnto violence. We are glad to observe a disposition on the part ;ot the government to do these helpless creatures justice. Mr. Muldrow, Acting Secretary of the In terior, has just sentto the Governor of Colorado an order' that will receive the approbation of the whole country, and that ought to put an end to the troubles. It is evident that the Indians have been greatly persecuted and oppressed, and that the responsibility for their out break, if, indeed, there has been' an outbreak, rests with their persecutors. The order in question, which the Gov ernor will, of course, execute with promptness and fidelity, will go far toward restoring quiet. The simple truth of the matter is that the Indians are much more sinned against than sinning, and that, if the government would protect them against the rapacity and violence of the s bites, they might become good and useful cit izens. They are in every sense wards of the nation. Morally speaking they are prisoners. The government has entered into certain obligations, and it has, on its part, exacted certain things of them. The Indians are required to remain within definite boundaries, and the government is pledged to give them protection therein. Under Republican rule these pledges have not 'been sera pulously fulfilled. The Indians have been held to a rigid observance of thuir part of the compact, and the slightest deviation summarily punished, but they have usually been left to the mer cies of adventurers and freebooters, and have at no time felt secure in the enjoy ment of their promised privileges. We believe that the present outbreak was the result of deliberate provocation by the whites Humane people throughout the coun try will thank the administration for thejust and honest policy that has boon set on foot. It is at least worth while to ascertain whether the Indians will behave themselves properly, and the only way to do thai is th give them an opportunity.
