Lothrop, the United State? minister to Russia, was inter viewed in Paris by the correspondent of the New York World on Saturday last He said that he had not ent in his res ignation, and that he w'onid spend next winter in St. Petersburg. As far as he could see. there was less Nihilism in St. Petersburg than in Chicago. The peasantry in Russia and the working classes he fouLd devoted to the Czar. The Nihilists, as far as he could ob serve, are drawn largely from the stu dent element. They are a clas dissat isfied witn the present State Govern, ment and desire a new one. which can oiily b effected by the murder of the Czar, as head of the Govern ment. Constitutionally, he lound Russin bck ward. The majority hve no'dwaire tor a change and are satisfied with despot ism. The stories ot extra precautious taken by the Czar to avdd assassina tion. Mr. Lothrop said, were aburd and concocted in London. Commissioner of Railroads, to the Secretary of the In terior, which was made Tuesday, it $is stated that the rolling stock, bridges,, culverts, work shops and other equip ments of the Union Pacifies Railway Company are in an excellent condition. The total funded debt of the road on Dec 31. 1880. is shown to have been $115,508,639, an increase of 11.445 over the preceding December. The revenue and expenditures of the com pany for tho year ended Dec. 31, 1886 are given, showing: Receipts. $24,141,740; expenditures. $20.01 1,766 ; surplus. 4. 129,973. The report states that there was a net de crease in the total debt of the company ol SI. 700.712 on Dec. 31, 1886. at that time the capital stock being 66,8t8. 500. and the total stock and debt amounted to 220 368.247. Tne assets show a net increase ot $3,412,810. Frsm the above it appears that the surplus of the company at the end of calendar year was $37,224,573, as against $32,111,051 of the year belore The estimated amount found due the government for the Union division is $817,727. and from the Kausas division $132 052. Tne net earnings of the aid ed portions ot the last calendar year was $4,534 060, a decrease of $l,803,s 555 over the previoas year. The report then gives the condition of the other aided roads, but makes no recommen dation in regard to any of them. The tracks, rolling stock and other property of the Central Pacific road Commissioner Johnston reports in ex cellent condition. The funded debt of the road en Dec. 3!, 1886, was $61,. 697.000; the revenue for the last calen dar year was $16,052,448; expenditures. $15,093,456; surplus. $953,992 The Union Pacific, at the close ot 1886. had received $23 323,160 trom the sale ot lands granted by tne government, hav ing sold them at an average price ot $2.54 Der acre , and had yet unsold 7. 059 207 acres, valued at $14,004,270. The Central Pacific had acquired by j patent 2 402.384 acres, and had soid 2,086.584 acres for $7,318,478. The total debt ot the Northern Pacific road is placed at $85,158,484; the capi tal stock is $86,936,766, with total as sets amounting to $173 179,220.
