Y.. vrho has invented a life-boat of peculiar pattern. Th'e "Phantom," a he has named his craft, lias a keel 15 feet long, a beam of nearlr 5 feet, and a depth of abont 84 inches. A stern wheel, with brans blades is worked by a shaft and crank In the hands of the boatman seated amidships. The boatman is fastened to his seat by straps, so that no pitching or toss ing can throw him overboard against his will. The whole affair does not weigh more than five hundred pounds, aud It is intended not merely as an ex hibition craft, but as a practical life boat for use at sea. The abolition movement began late In the sixties. It found its first legal expression in 1871 in aJaw which practica ly freed children born of slaves, anJ which freed'all the State's slaves, 1,G00 in number. Under this law 1,540,796 slaves registered in' 1873 dwindled down to 1,233,19 in 1834. In 1885 the Liberals again came into power, and in September a law freeing at once all slaves over CO years old and emancipating all others by classes gradually was passed. Under it the slave owners were to have compen sation for their loss, and it was ex pected that by 1892 there would le no more sla-es to free under the law. The passage of the" law of 1883 has hastened this consummation by aboul four year. Jn March, 1887, there were 723,419 slaves In Brazil, worth $240,000,000.
