Thirty years ago he was a prominent member of the Legisla: ture, and upon the Journal of the House, of which he was a uiember left a reeord that is not without in terest now. 'The times indeed have changed since that day, and the valiant Col. onel has -financed with them. : Thi. was, perhaps, to have been expect ed. . But whether to be expected or not, the change has come and Is so striking that we invite especial at tention to one nart of his record that others also inayjfcake it in: To-day the douglity (Jolonel is cheek by i jowl with his beloved negroes,. and, unlike Judge Russell, wlm Avk the riecrrfips ar 'kavbas " and "no more fit to go vern than are their brethren m African swaiupspr so many Mongolians dumped: down from pagan Asia." he thinks! they make delightful citizens: and when inet' in "convention constitute , 'fas noble a body of ' men as ' ever as sembled in. our - State:" Then he could abide them only as slaves; then a jioor free negro was av stench in his nostrils, so revolting -and so repulsive to his instincts as a born slave-holder that he sought by act of Assembly to drive every one from the State or force him to become a slave.- - , 5 "w-i . Well, perhaps, too, that-was nat ural, for Dockery was born a slave holder, educated as a slave-holder, and for about forty., years lived a. slave-holder,- and even now, after, more thati twenty years of freelOni,T the slave-holder feeling is so strong in him that he talks about the negro women as negro "wenches.';' We venture to say that there are few men : in the State beside Colonel Dockery who. use the term.. Of course we do not expect negroes to be affected bv" this chantrp in their chamnion's views in recard to people of tlreir color and race; nor win ic aneci mem io Know tnat dur ing the war he proposed in a public meeting in Richmond count v to pro pose to Mr. Lincoln to end the war it he would allow negroes to be held as slaves for five years longer; nor will it affect them to know that even after the war and whii h xrtt a member of Congress at Washing- iits reiuseu 10 vote ior the loth Aniehdment, the amendment that conferred upon theni the : right of suffrage and the other rights of citi zenshipr1 None of these things give them any concern. Like Gadio of old, they -care for none ef these things. Poor simple minded crea tures,, savages though they be, as Judge Russell calls them, and utter ly nmfit for government, present af filiation and association wiH atne for the sins of a life time. . v - It matters not what CoIonelJDock ery thought in the past, it matters not what Judcre Russell think tv dav. the one mav call th Am Ara craa and the other talk to them to their ' j it..;. 1" very: races aeons i;rc;r Y.-cuica & negro wenchesMf au election was to holrl trvniorrow there wonld not h one hundred nesrro, voters in ail dates. In the Legislature of lSoS-'SD, n the House of Commons, a bill was introduced "to remove free persons of color from the State." The ob ject of the bill, as is plain f roin its title, was to get rid of all free ne groes. The indefinite postponement of the bill was moved, which, if done, would. kill the bill. - Theyeas and nays were called and motion to Undefinitely postpone was carried; thereby killing the dim. , nut Oliver JT. - Dockery voted against postpone ment. See House Journal,' pages 36, 452 and 453. : In the same Legislature, in the House or fjomiuons, a Din was in troduced "to enforce the collection of debts from free negroes.' In this bill was a provision to put up free negroes to public hire for five-years or less pmctieally a c sale for the terrn for' which he- was bid off to the .lowest bidder. It was moved to indefiuitely postpone, the bill and thus to kill !t. but Colonel Dockery voted against the motion. It was then moved' to lull the bill by laying it upon -the table, and Mr. Dockery again voted no! See House Journal, pages 250, 513, 514 and 515. So much for Dockery and free ne groes. Now for Dockery and slaves: In the House of Commons of the same Legislature,: a bill was intro duced "to .prevent the emancipa tion of slaves by will." A motion was made to kill the bill by laying it u pon t he table. Dockery voted against the motion! ' A motion was made to insert in the bill a provision author izing free negroes to .become slaves, and Dockery voted for the rhotion.&nd when the bill came up on its final passage it was defeated, but Dockery voted for it See H ouse . J ouruai, naces 229. 497. 49S. 490 and 500, To sum it all up in a few words, then,, Dockery was quite willing to make slaves of free negroes, but ut terly unwilling to" make freemen of slaves: now free negroes are his chosen allies; Verily, water is not the only thing that will find itslevel, for Dockery has found his..But what a level ! with a lot of free negroes! .
