The present Emperor of Germany is said to be. an admirer of Gen. R- E. Lee's military genius. He stated recently to an American, formerly a school-mate, that German officers every winter give lectures upon the principal battles of our civil war, and that lie himself had attended such lectures. "You had two great Generals,'' said the Emperor, "on the Confederate side whose careers I have followed with much interest Lee and Stuart." Stuart's cavalry operations were mentioned by the Emperor as being especially instruc tive to German students of the mili tary art. In this connection it avi'Ij be of interest to note that, accord ing to the figures presented recently bv Governor Lee at Staunton, Va. the excess of the Federal troops over the Confederate numbers was in the seven days around Richmond 14,238, at the second battle of Ma nassas 25,501, at Sharpsburg 51,007' at Fredericksburg 21,772, at Chan cell6rsville 75,000, tit Gettysburg 43, 000, and in the campaign from the Wilderness to Petersburg 77,170. : 4 . Hamburg has joined the German Customs Union and will pass into history as the last of the free cities. The old city was founded in the eighth century and has had a his tory full of interest, and prosperity. The measure incorporating the free city of Hamburg into the Customs Union was submitted to the Reich stag in 1S82, and notwithstanding the violent, opposition of the free traders in that assembly it was final ly passed and recently it went into effect. The new state of things has been inaugurated by the abolition of the separate excise duties of the town, which have a very interesting history pf their own, and which still found many defenders durincr the last few years. The citizens of Ham bnrsr when thev once had decided to enter the .Customs Union wanted to abolish even the last remnants cf their mediaeval commercial Iegisla tion audjnake a clean sweep. The little houses on the turnstiles have been demolished and magnificent edifices of the Imperial Customs administration have been erected where the free port district borders on the protective territory. The American doctrine of the universal right of choice of allegiance is a re cognition of individual freedom that has been forced upon nearly all civ ilized nations. In presuming to advise an Ameri can citizen, on grounds of British interest, Lord Sackville violated the doctrines accepted by his own Gov -eminent, as well as the duty and courtesy he owed ,to the power to which he was accredited. This trans gression on his part leaves England without the slightest excuse for re fusing to promptly recall her obnox ious and meddling emissary. Minister Sackville-West has al ways been a sneerins: ana sinister figure in Washington life. His cyn icism made him very unpopular dur ing the administration of Arthur. He never took the slightest pains to conceal his dislike of American men and methods, and this sentiment has evidently been intensified by an noyance at Cleveland's retaliation messacre and the failure of British intrigues to prevent Chinese exclu sion. Whether England's representative was a willing and conscious victim of the Republican campaign trick remains to be discovered. He cer tainly was so disposed as to readily take part in the conspiracy to use British influence to prevent. Cleve land's re-election, but in transgress ing the naturalization convention, to which his own Government was a party, he seriously and substan tially compromised himself with the British home authorities, so that neither from England nor from the United Slates can he expect either confidence or sympathy.
