Half of the smart woman of Paris have given up collars altogether, and wear their gowns cut closely around the neck. The effect at first is very odd, after the tall collars and rather showy neckwear which have been worn with tailor made gowns dur ing the past three or four years. But when the wearer has a pretty neck the effect is taking. The own. ers of scrawny or unlovely necks would never adopt the fashion in America. Announcement of the death o Father Damien, the heroic priest who yacrificed his life in the leper settlement at Molokai, in the Sand wich Islands, has excited a new pop nlar interest in that class of unfor tunates who are the outcasts oi humanity by reason of their terrible physical afflictions. Now nud then isolated cases of leprosy appear in the United States which have had their origin in other countries. At present there are two victims of this dread disease in New York. These cases are known to only a few medi cal men and the near relatives of one unfortunate who belongs to a well known family in New York city. The latter is said to be secret ed somewhere in Fordbam, and no body who lives near the pretty little villa has any idea that it is a living tomb. The other leper may be call ed Carlos Jorge Saguan. He is only 20 years old, and a native of the largest seaport of one of the South American Republics, where his fam ily, which is one of considerable prominence, now resides. Last July the youug man was brought to New York for treatment, and after living for a while on 15th street was re moved in December last to the Ger man hospital at 77th street and 4th avenue. He is no-v a private pa tient in that institution. Within the past few days it was found necessary to perform a surgical operation on him, for he is literally rotting away. The London correspondent of the New York Sun says: "Complaints are pouring in from Paris about the extortion of hotel keepers. It is the general consensus of opinion among the visitors to Paris, and has been for a great many years, that the hotel keepers of the wicked city are about the most rapasious and re morseless brigands oh the face of the earth, and people can easily be lieve the most extraordinary story about the greed of the French hotel keeper. To expect him to forego this opportunity of fleecing the pub lic is too much. For the benefit of Americans who are coining to Paris, it is as well to say he is ready for them. When a man hires a single room in an ordinary hotel, and is obliged to pay $4 a day for it, with out meals, he naturally objects to the additional charge ot $1.00 for the services of a chambermaid, 50 cents for candles, and 25 cents for hot water. But these things, with more or less variety, are exactly what he will encounter unless vigorous steps are taken by the Government. For tunately, such steps are probably imminent. The Government lias announced that it will revise the tariff of, hotels and restaurants if complaints grow much stronger. There are several thousand letters a day pouring in from the swindled public, so that reliel by the Govern ment is not unlikely. The better plan to follow is to go to a small hotel and eat at the hotels which are not prominently located at the corner of a big boulevard. A man showed me two bills of fare from some restaurant which were sugges tive of the spirit of the times in Paris. One was that in use two weeks ago, and the other one had been freshly issued for exhibition custom. Prices were nearlv doubled for all the smaller dishes, and the charges for wines had been advanc ed about 50 per cent." Intellectual Women.
