The fact is well known that many million dol lars1 worth of timber Is destroyed by fire and stolen by thieves each year, the estimate being that an annual loss of $10,000,000 is sustained in this way. attention, worthy of this important matter, has been paid to it, and Congress should promptly take such action as is necessary to preserve the forests. New York's State Commission in lunacy comes out strongly in oppo sition to county care for the insane, and in favor of State institutions. A quarter of a century ago county houses were advocated, on theoretic cal ground, chiefly because it was thought to be an advantage to put the patient in the country, and not to gather a large number in a single institution.
