The Times' New Orleans special says thai Kellogg having in his recent address signi fied his willingness to abide by the court of returns of the election of 1873 by the Board of Arbitration, prominent Democrats have proposed that the returns now secreted by order of the McEnerv returning board be brought forward and canvassed anew with a view to the final settlement of .contested election cases. In order to effect this ar rangement it will be necessary for both par ties, and the several candidates on each ticket, to agree to submit to the decision of the arbitrators. The proposition has i not vet been formally submitted to Kellogg, but there is reason to believe he is so well satis-i fied of his election by a large majority that he will agree to it, if the arbitration can be f airlv conducted, and the .Democrats give proper guarantees of. sincerity and good faith. -!,h:u. A circular has been sent to the share holders of the direct cable company, in forming them that the management have decided to abandon about 30 miles of cable, which is now lying on a rocky bottom, and effect a splice at a more suitable point The circular says that in all 1,100 miles of cable have been laid and satisfactory tests are obtained daily by electricians. The minors of West Riding, Yorkshire, having refused to consent to a reduction of 20 per cent in their wages, have been locked out to the number of six thousand.
