The Signal Officer reports - this the lowest re cord since the establishment of the office here, and we doubt if there has been any such weather in North Carolina' especial ly in Wilmington since 1857. At New .Berne the Neuse And Trent rivers were frozen solid, and hundreds of people were skating up and down the latter stream. There were a number of vessels in the stream, and the men, in order to communicate with the J back and forth across tha river as though j it were a public highway. A iteamer itb a number of passengers was caught some distance up the Neuse and frozen fsst in the ice. where she remained for some time. The passengers continued on the boat until the provisions began, to get rather low, when they walkefl to the shore on the (ce . and made their way the best they could through the wild woods and wUdetnessof briars until tbey reached a road'leadine to New Berne. Dunne the same cold snap we learn that there was a lUinakin of ice on the Cspc Fear opposite this city. It waa a fearfully cold winter, as we remember well. But, to return to the present cold snap: During Saturday night many of the pumps and cisterns of the city were frozen up, some of the pipes of the former bursting. In a number of residences clocks are re ported to have stopped during the night: and oil froze in the lamps. The ponds in the vicinity of the city were frozen, and yesterday a number of skaters were taking advantage of the unusual circum stance to indulge in this fsscinaling pastime. A telegram from Charleston says the weather there was the coldest known in one hundred and thirty-five years ! Tbir-ty-five years was probably meant. At Fayetteville the snow u reported to have been eight inches deep. It com menced falling there at 8 o'clock Saturday morning. At 8 p. m. yesterday the mercury had gone up to 82 degrees in this city, and it is thought si the Signal office that the next thing in the programme will be rain and a considerable moderation io the weather. For the South Atlantic States, snow in northern portion, rain in southern por- tion, easterly winds, 'shifting to southerly, and in southern portions to westerly, falling followed in southern portion by rising barometer, warmer weather. For the East Gulf States, rain, followed by clearing weather, sbghtly colder, va- liable winds shifting to noith westerly, rising barometer. For the West Gulf States, fair, slightly colder weather, with northwest winds shifting to westerly, rising temperature. For Tennessee and the Ohio Valley, warmer weather, northerly winds, falling barometer in eastern portions, slight rise in western portions. U tip far Use Deetltnte Poor. . Mayor Hall was engaged in the praise- worthy undertaking yesterday of soliciting donations from dealers in provisions and others of our business men for the benefit of the suffering poor. He was also solicit ing wood from the dealers and mill men. At last accounts he was succeeding ad mirably in the matter of provisions, and had considerable wood promised, the great trouble being the scarcity of it just now on account of the demand which has prevailed during the past two or three days. We were glad to see the matter taken, in hand by Mayor Hall, because we know that stern necessity demanded that some action In the matter should be taken by somebody, and ho was the very one calculated to carry it through successfully. One Richard Harris, a stranger here and said to be a seaman, was arrested yester day morning on the charge of the larceny of $5 in'mqney, the property-, of J. L Car ter. He seems to have been boarding with Carter, and it is alleged that be took the opportunity and appropriated the money.
