The work of dredging Cape Fear river below Wilmington will probably be com. meoced oext week. Captain Lord, who represent Mr. RJltenhous Moore, one of th contractors, bsa Rone to Charleston, 8, C, for the dredge boat Pugh. and bis re turn with lb boat is expected dally. The other contractors, tho Atlas Dredging Co., have their plant oa the west side of the river, where the machinery aad boats are being put ia order by workmen brought out from New York. Tbe Atlas Co. will also begin dredging as soon as their boats are lev readlneai. The amount of the contract is $50,000, equally divided between tbe two coatract- ag parties at nine cents per cubic yard. Mr. Editor: The Star, in its Hsue of the 18th, Inst., asks : "If the people of Wil mington, Including a large majority of pro perty holders, wish to vote on the question of subscription to the Cape Fear and Yad kin Valley Railroad, why not give jhem a chance?" I reply, because it is not a just or proper thing to allow one mat to vote away an other's money. It ia a species of commun ism, and no legislative enactment can make It morally right. Even m the exercise of the right of eminent domain a just and im mediate recompense is allowed the de spoiled, and not merely a prospective one that may never be realized. There is such t thing as legalized rob bery, and of such a nature is the disposing, or even risking, of one man's property, against his will, for speculative turns, by tbe yotea 6f any other two men., More un justifiable still would such a raid be upon the property of non-residents, and of non voters (women aad children), forcing them to risks thst they cannot defend, or what they cannot dispose of on a declining mar ket except by tbe slow intervention ol legal process. But it may be answered, It is for the common good." Possibly. But suppose it proves to be a common evil ? Suppose, after the majority succeed in burdening the property of ao unwilling minority, the ven ture turna out badly, who "holds the bag," who "pays the piper"? The real estate owner forced to risk, his property "fer the common good" while the bondholder and rich owner of non-taxable easily concealed, personal property goes "scot free. M Tbe opportunity to rote away other peo ple a property is not an inalienable right or free government, and not an essential of republican liberty. It partakes rather of the qualities of despotism the despotism of the masses worst of all tyrannies. It is not even a right especially secured under the set of Assembly autboriziog a subscrip tlon to tbe Cape Fear and Yadkin Valley Railroad. That act simply empowers the constituted authorities of this city to make such subscription, if tbey can obtain terms seeming, in their judgment, to justify it. out reserve t the people tbe final oppor tunity tossy "No," a safeguard only, and not the exercise of a right that "is and ought to be." True, the Legislature has the power to legalize tuch a proceeding, but all such laws are iniquitous and tyrannous. Cities 'are not Incorporated for the purpose of building railroads, but simply to ensuro tbe protection of lifoand property, and security or good government to communities or in dividual. This is not a matter in whrch majorities should rule. It is not a question of good or bad government, of social law and order, but of the la vestment of money for a spec ulative return. entaUlng certainly higher taxes, for a benefit that may never be real ized, and in such small matters affecting his own eitate every person should be ' a law unto himself.
