It only proposes to reduce the Republican War Tariff 7 per cent., leaving it 40 per cent. Now mark. The Morrill (Republican) Tariff of 1861, was only 25 per cent. That at the beginning of a great war. Note that. In 1886, the. year after the war, the Tariff was raised to 40 per cent. The Mills bill proposes to leave it at that high figure for the present. And yet unblushing demagogues have the hardihood to call a 40 percent, grinding War Tariff a Free Trade measure. It is no wonder that Fal staff exclaimed "Lord, lord, how this world is given to lying!" It is monumental lying - to call a great War 40 per cent.
