"Mr. Speaker Cannon is reported as having written a letter in which the following is a passage: 'I am satisfied there will - be no tariff revision this Congress, but it goes without saying that the desire -for a, change which ex ists in the common mind will drive the Rpublican party, if continued in power, to a tariff revision. I do not want it, but it will come in the not distant future.' . - . When will the party be In better position to revise the tariff by 'the friends of protection'- tjian now? The President is a iriend of protection; the Secretary of the Treasury is ever a warmer friend of that dogma than is Mr. Roosevelt. The 'friends of protec tion can muster very nearly a two thirds majority in the Senate; the House of Representatives never be fore contained,- and probably will never again contain, so many friends of protection as now. Who is to make them afraid? "If it be true tbat Mr. Cannon wrote that letter, and if it be true that h' therein correctly forecasts the future of economic legislation, would it not be infinitely better to do the work now by protectionists than to wait for a day that may be rainy. It will be re called that the nearest to free trade our country, ever approached was the tariff of 1857, enacted by a Republi can House and a Democratic Senate. Nathaniel P. Banks, a Republican from Massachusetts, was speaker; John C Breckinridge, a Democrat from Ken tucky, was Vice President; Lewis ; Campbell, a Republican from Ohio, was chairman of the Commitee on Ways and Means in the House ; Robert M. T. Hunter, a Democrat from Vir ginia, was chairman of the Financ Committee of the Senate. These folks cooked up a tariff of less than 20 per cent, whereas the present tariff is about 50 per cent., and the despised Wilson bill carried an average protec tion of 42 per cent. So it will be ob served that the last tariff the Demo crats had a hand in was twice as pro tective, 'and more, than the first tar iff the Republicans had a hand in. "And, therefore, if the Speaker is correct in his assertion, that 'a desire for revision exists in the public mind,' is it not the part of party wisdom to revise now, when the Republican party has its hands in every branch of the government, executive, legislative, and judicial, up to the elbow? This 'desire' the Speaker talks about may become clamor, and nobody knows better than Joseph G. Cannon tbat Congressman be stampeded every five minutes of the day by popular 'clamor; and if the Sixtieth Congress shall be Democratic, there is no telling what sore of 'revis ion' we shall have. "Besides, for the past eight months our exports have Increased'' $190,000, 000 over the corresponding period last fiscal year. These goods compete with all the paupers in the world, and that is why the present 'desire' for revision is going to be "' clamor for revision next November.
