Ch murtV BTONEr Managing Editor. ha M3 WILLIAMS, Political Editor. THURSDAY. , i!' .DECEMBER 19, 1872 FOR OPEIf . BEP.UpIATION. M WilHam A. Smith, of Johnston, Congressman elect from this District,. has recently published a letter in which he takes bold ground for the repudia tion of ihe State debt. Major Smith, during the canvass last Summer, advocated, wc are informed, the same ground, ttod he doubtless feels emboldened in view of his election, to nrge' still more strongly the pcpnliaf views ennnciated by him ,hrmg Hie campaign. If ever there was a time whe n Yenutlia tion could be tolerated, that time is the present. . I Maj. Smith's arguments are plausible; bf will nnfc hear thn teat, of t.iinrnnirii investigation. His policy mav be pod- ular in certain sections, but we do not J " " I heUaveit will meet with general an- nrovaL I In tho first place, repudiation is di- rectlv in the face ot the very lansuace of the Federal Constitution. A State cannot pass a law to impair the obliga- tions of contracts. This is expressly prohibited. t So wo are met at the threshold bv a barrier that is insupera- hie. . I In the i second place, it is wronc in principle. The State ought to pay her itiif. 3M na fnr hor nhilifu rvfonrls 1 Which classes of her bonds-are hist which classes were issued in fraud and I cofrupti'on-which were fraudulently disposed of and bought up which were I iatiA writhnnf. nrnnpr nnthnritv nn.1 without Proper consideration, are oues- tions to be determined at the proper time. 1 We are for a compromise of our in- debtedness. We are in favor of the J alteration of that clause of our State Constitution which gives our creditors J a perpetual mortgage on the real and personal property of North Carolina, 1 and leaving the matter in the hands of the Legislature for settlement. The present debt of the State is a burden too grievous to be borne. It bangs as an incubus upon the ctTorts of the people. It cramps them at every turn. It crushes their energies and drags them down by a system of oner ous taxation that is intolerable in their present pecuniary embarrassments. But repudiation is not the remedy needed or desired. Aside from its un constitutionality, the people ot North Carolina do not propose to evade the payment of honest debts while the Statt has some. asset s in hand. The main questions to be decided arc, what part of the indebtedness of the State has been honestly contracted, and how much the State is able to . pay taking into consideration her present condition and future prospects? LET THERE BE NO STI1IFE AMONG US. The personal ambitions and petty spites of individuals sink into insignifi cance and nothingness when compared with the interests of the whole' people and the welfare and prosperity of the State, ,. North Carolina has too much at stake, her interests are too precious her rights too sacred, for personal wrang lings and disputes to sow the seeds of dissension in the ranks of that political party upon the success of whose princi ples depend the hopes of the State, and into whose keeping alone should be entrusted L her destinies and her honor. The Radical party, while it had con trol of the Legislative department of the State Government, was guilty of an organized system of fraud and swind ling which is unparalleled in the annals of legislation, a ad which will stand as an everlasting stigma of dia grace and crime upon the statute bonks of North Carolina.,. ii sucn.a party-snouiu ever bo again trusted with the absolute control in the State, then there will be no- eecurity from outrage no check against cor ruption no safeguard against usurpa tionno protection for the most sucrec riahts ot person and property. In order to keep the Radical party in subjection, it is necessary that there he thorough union of its opponent1? . . . inl fh utmost V121 ance and ener?v J, .VII1 C J on the part of all honest men who do- ire to see Radicalism overthrown and kept under control. For that reason, it behoves those who are true Conservatives to forget all mi nor considerations, to banish nil pri- vate auscsion,, to preserve tho purUy and integrity of their party nnd to ad- litre to its organization. There ' should be no strfe among those whoprofes3 to belong to the same political laith. We must fight the common enemy, and not waste ammu- bitipn on, tliose who havo enlisted under the same political banner with ourselves. "We must keep in the line, of organizitio'n. We must be prepared' trip A nnr ncrsrfnal'" feelines when thef j i ' i come in contact with tho Iiarmony t(nd imftr nl'tlio rartv V must surrender p , ' g . - ' r its disintegration and ruin. We - ' - must hush the voice of discord jn our ranks and fight our opponents in side of our'partv lines. ' If there have been ill-feelings engendered, if passion and impulse have alienated those who should be standing shoulder to shoulder and heart to heart in a common struggle for tho wclfAre and highest interests of North Carolina, let strife bebnricd and bickerings cease, in view of the paramount obligations resting upon each, individual member ol the Conservative party to. keep the or- . ? . . f n . i . 1 1 . ritnizaiitm miaei, n inc party is toue pieserved from dismemberment and Vies-. General Lee at the Grave of Stone wall' Jackson A Beautiful mo. . There is now on exhibition in the sales and display rocma of Messrs. .Louis Jckhardt fc Uros., on the South west corner ot .Baltimore and Sharp streets, a beautilul (Jhromo, representing "General Iee's last visit to the crave of Stonewall Jackson," which has ius been published by direction of tliis enterprising firm. The chromo is from an original painting, executed expressly for that purpose by Professor Yolcke, ot the Maryland Academy of Art, for the Messrs. Eckhardt fc Bro. As a work of art the painting has been declared by connoisseurs to possess real merit. Ihe simple tomb ot the great mili tary chieftain, with its neat iron rail ing and- surrounding shrubbery, is shown, nenr which is an admirable portrait of General Lee, in the act of placing a bouquet on the grave ot his ormcr mend and comrade. The like ness of fieneral Lee is pronounced by many of our best artists a perfect re presentation of the distinguished gen tlemen, lie is.standing with the flowers in his hand, which is extended: to wardsj iuc grave, ine cnromois a iaiuiiin imitation of the original, and, --when placuu together, it is dimcnlt lor any but an experienced person to distinguish a difference between them. The chromos are framed in a variety of styles, from the simplest, to the most costly, and alreadv large orders for them for dif ferent: points in the South have been filled. The many admirers and friends of the two military heroes are thus sif- lorded an opportunity of possessing in an admiriblc work of art, a life-like por trait of one, and a sketch ot.the "earth ly tabernacle" of the other. The mode of administer ing is by inhalation and eflecta its cna nges, and healing influences through the blood, without producing any constitutional changes. In regard to consumption, the treatment of oxygen is so obviously appropriate lhat little need be said in its aavocucy, more than to remark, that its success in curing tnis disease, not only in its early stages, but manv cases far advanced, ha. surpass ed the niost sanguine hopes of ihose who cmploj-ea it.
