Mr Steven Bill.
Wr publish hi .lay I llf 1.1.1 ol Ml. Steven-
from the Rcconst ruction committee, which is
now pending Iscfore the Senate. There seems
In he a strong disposition to amend the hill ill
that body. Sdronr; efforts ncte doubtless made
today to pass the l.i!i. hut we presume jn so
graven matter, tin S.-nate will not be di
posed to rush ahead. Conservative men in the
body will do what tin y can to detent it.
As it stands, it simply places the South un
der military rule without specifying the time
it is to po into effect or any tit-Unite limitation.
Its object appears tn lie to jiut lift under the sur
veillance of the military for the preservation of
order aDd to prevent insurrection or disturbance.
In other words it seems to put the State in
about the same predicament it was in under the
administration of Gen. Ruojcr some time since,
aDd to hold us in a .piict way, until 1 'prijrres
i fully ready to take oil the hand screws and
provide a new government f -r the State. As
our people have somewhat her. .me use to mili
tary rule, this hid is fir more dc-suable than
any proposition which loro-s upon us universal
negro suffrage and the disfranchisement ol the
only people in the South who are capable of
government. If lien. Grant will give us a sen
sible, discreet man and a thorough gentleman
to man aee the Department, such as we esteem
Col. Borulurd and others which miht lie named
to he, the hill, however offensive to our fielings
ai American citizens, could not harm uj much.
1'ersons disposed to hchave themselves would
not he disturbed, tfxeept through the agency of
malicious eneniL-s.
Our Bail Road Matters.
We close to day the articles of (Jen. liarnng
er on the North C arolina Hail Road, in reply to
Mr. Turner. Between the two, that Hail Road
haa gotton a most thorough ventilation. We
have been satisfied it was needed for some time,
and we believe it will do pood.
For several yews we have tx-en convinced that
the Rail Roads of the State all of them, ihut
be removed from all political alliances and in
fluences, in order to he successful. They must
he managed jut as a thoroughly skilltul mer
chant or mechanic manages his own business.
He must feel that he is working for himself, to
make money and improve his ow n condition.
And so most every Director and officer on a
Rail Road 1 made to feel.
We published some time since, the sound and
judicious report of the Board of Internal Im
prnTement nl the State. It cmlsodied the views
that we had entertained for some time We are
fully of the opinion that the legislature should
adopt its suggestions. Place the eotire manage
ment and responsibility in the hands of the
shrewdest and largest itnlii i.hinl Stockholders,
empowering the Board of Internal Improve
ment to investigate i's n :V t i r ;it all times.
This is preferable we think to tin- -u-ge-tions
of the St i kholders II the M .'.i . 1 i.ms
