If wc do not put in operation as L'ood public school, ns there are in other portions of llie country, we can not hope to attract to the Stale any consider able number of immigrant.. They will con tinue to turn their steps towards other re gions, not more inviting (linn ours, it is true, in climate, soil and material resource, but in which they can secure for their children, nl tlio public charges, a system of schools lo fit Ihein to become intelligent unci useful citizens. The people of North, Carolina have long been a unit jn favor of education. From the daps of Vanccy, Murplncy, Stanly. Cameron. Failure in business or' loss of properly should but stimulate to renewed exertion. The holi est, industrious and upright citizen, howso ever reduced or depressed by misfortune, will always llnd friends to aid him in his efforts to imnrove his condition. I recommend that the Blny laws be repealed, and that creditor and debtor lie placed on n footing-similar lo that which they occupied previously to the rebellion. The homestead exemption provided In the Constitution, even if not good against former debts, will nevertheless opemte beneficially in the future. It will secure a home for the family in any event ; and it will have a salu tary etlcct lo a certain extent in checking ex travagance in the credit system. THE UILIT1A.
