Contract Jdvertlsemcnti taken at VOL. IV, RALEIGH, N. C, THURSDAY, NOVEMBER 12, 1874. NO. 21. proportionately low rates. THURSDAY, NOVEMBER 12, 1874. READING MATTER OA1 FIRST AND FOURTH PAGES. A Wokp of Advice. All parties, to some extent, suffer from having in their ranks bad and designing men, arid the Republican party forms no exception to this rule. The party that takes the most prompt and efficient measures to purgo itself of such char acters deserves and will, in the end, se cure, the complete endorsement of the j.cople; while encouragement of cor ruption or malfeasance of any descrip tion, although it may be attended with temporary success, is bound in the end to bring disaster and disintegration. TLU has been the history of all parties. Taking into consideration this view of tho matter, the AVahas uniformly insis ts! that tho most efficient means of se curing permanent success to the Repub lican party should consist in placing forward for promotion only such men as could command the respect of its l.-st membersV We hold, further, that it is the duty of tho party to fully In vestigate "II charges against thoso who have been entrusted with office, and if f.und to bo of a character sufficiently 1 grave then tho offenders should bo held toa strict accountability. If this be the uniform courso of action tho people will need no further incentive to a vig orous support of Republican rule, and it will ensftre to us that success in the future which all Union-loving citizens so much desire. The principles of the Republican party are such as will con tinue to receive tho endorsement of the best in the land, provided, always, that honest and efficient men are selected to curry them out. We trust that in tlu. rci.i -:aiiirti.ion of tho party for the great ontet of 1876, our friends throughout the State will bo governed in their selection of leaders more by real merit nd peculiar fitness than by louil-niouthcd pretensions on the part of those who havo nothing more to re commend them to favor than their own expressed devotion of loyalty to party. Self-styled Republicans are plentiful, but we need as leaders not only good Republicans, but honest and capable men who will do their duty without fear or favor and with an eye to the public g'"l. Thk i.ati: -Elections. Tho latest in telligence does not materially alter the results of the recent elections as given in our lat issue. From a combination of causes the Republicau party has suf fered what wo believo to bo a temporary defeat. Tho loss of tho House of Rep resentatives, while it must necessarily prove a stumbling block in the way of conducting tho atlairs of the govern ment on a basis in strict accord with Re publican principles, can in no very im portant way interfere with tho Execu tive or Judicial departments of the gov ernment. It has beeH quite a common precedent in tho history of the country f-r the administration in power to havo its majority either entirely ovcrccyne or preatly damaged in the midst of its term. During the administration of President Jackson tho popular branch of the government was against him, and we think the same can be said to a preater or less extent of Mr. Fillmore's administration. It is useless for us at this time to criticise the causes which have contributed to check the great Re publicau party in its onward course. That there were many abuses existing in its ranks, none will deny. Let us hope that our present losses will causo us to rouse up to tho importance of so purging our ranks, and so directing our affairs as to induce all who may have temporarily deserted us to again gird up their loins to renewed exertions in be half of our glorious principles. It is impossible to fix with auy cer tainty the Democratic majority in the lower branch of tho next Congress, as New Hampshire, Connecticut, Califor nia and Mississippi do not elect until next Spring. At present the Democrats laim seventy-seven majority, includ ing all shades of opposition. Judicial Opinion. At tho last term f Orange Superior Court an action was brought by Judge Cloudagainst Thom- J. Wilson, the recently elected Judge of the 8th Judicial District, claiming that the election of the said Wilson was null and void and that he, Cloud,. is the rightful Judge of said district. After a full hearing of the case,- Judge Kerr, before whom the matter had been brought by agreement, rendered-a de cision "that Thomas J. Wilson haying been duly elected under an act of the General Assembly, chap. 118, laws of lS73-'74, and commissioned by Ilia Ex cellency Curtis H. Brogden, is the law ful and rightful Judge of the Eighth Ju dicial District, and entitled to hold the courts thereof." It vas farther ordered that Judge John M. Cloud be taxed with the, costs of the suit. We state for the information of all concerned that the contracts for carry ing the malls In North Carolina will be niade for one year only, that Is from the lt day of July, 1875, : to - the 30th of June,lS7G. . .,- l . 'i. " i ;' efIeSiches, Association . for Union V vS! r btm formed at Monroe and talked ot Christln Association is Compulsory Education, in Gek many. Hon. Joseph Medill, an excel lent writer and careful observer, after an extended tour through Germany, in an interesting letter to his paper, the Chicago Tribune among other subjects discusses at some length the educational question, and takes strong ground in favor of the compulsory system. He says: "There are upwards of 100,000 teach ers in the public schools of Germany, and the number of scholars enrolled, between the ages of six and fourteen, exceeds 6,000,000. Tho number attend ing private primary schools is about 500,000, while thoso who attend the higher schools, academies, gymnasia, technical schools and universities ex ceed 500,000. Thus there are 7,000,000 scholars attending all the schools of Germany. The United States of Amer ica, with an equal population, can" scarcely exhibit half that number; and yet Americans are much given to boast ing about the vast n ess and superiority of their school system. They had better adopt the German system of compul sory attendance, and force the 2,000,000 or 3,ooo,uoo oi youtn now roaming around the streets and going into loaf erism before they institute comparisons with the public schools or Germany. Children in the country attend school for ten months in tho year. How many months do American children average? Does it exceed half that time? The youth of Germany are being educated ; the youth ol America are wen, mo less boasting about it the better. The Germans would regard our system of voluntary schools, kept only three or four months in the year in the country districts, with moro than one-third of the children never in attendance, but growing up in vice, ignorance ana ue- pravity, as very little better man no system at all. The compulsory feature of their system they consider tho back bone of It." Stand Up. Under the decision of Chief Justice Waitt, in the Swazoy suit, the holders of what are known as tho construction bonds of tho North Caro lina Railroad a ro allowed the privilege of selling so much of the State's stock in said corporation as will discharge tho ntcrest on their bonds remaining un paid, unless the Legislature shall pro- ido for its payment on or before April next, with the understanding, howev er, that it tho EegUlatUt-o shall give good reasons for a failure to levy a tax therefor, tho sale shall bo postponed for a few months. This places our Democratic friends in a position to either back down, or stand up to their boasted respect for tho honor and credit of tho State, the want of which they havo so persistently charged upon the Republicans. Wo await with much curiosity to see w hat action the "worth and intelligence of the State" will take. Congress. This body will meet on the first Monday in December for tho short term which expires on tho fourth day of March, 1S75. The recently elec ted members of Congress will take their seats on the first Monday in December, 1875, that being the commencement of the new Congress. If, however, an extra session should be called at any timo between the 4th of March, 1S75, and tho regular day of meeting, tho newly elected members will assemble. It is presumed that in the absenco of any extraordinary condition of things there will bo no Summer or called session. The General Assembly. This body will assemble on Monday, the 16th inst. Its political complexion is estimated as follows: Senate, 33 Democrats and 12 Republicans. House, 82 Democrats, 34 Republicans and 4 Independents. While it will be impossible to give our readers a full statement of its proceed ings, we will endeavor to lay before them the most important measures of the session. Republican Superiority Confess ed. The New York Tribune, (Liberal,) commenting on tho inability of the Democrats of New England to see and improve their opportunities to regain the popular confidence, says : "Tempo rary reverses have sobered the party of the Administration and taught its lead ers to correct their errors. It can be said of it, indeed, that no party in the history of the country was ever so sen sitive to public opinion, none ever so readily obeved tho helm of popular sen timent as did tho Republican party for the first twelve years of its existence. Whether that record can be continued is an open question. On the other hand, the effect of tho most trifling successes upon the Democratic party, instead of steadying them with a sense of respon sibility, has been rather to set them crazy with tho desire for spoils and in toxicated them with the plunder. There has been no exception to this rule. The unprejudiced observer of our politics cannot help remarking that in the sense of being discreet, prudent, clear headed, the present dominant party has inva riably shown itself superior to its oppo nents."
