PETITIONS AND MEMORIALS. By Mr. Carson, from citizens of Alexander, asking for a stock law Agricul'ure. J- Bv Mr. Brown, of Mecklenburg, than $6 each, passed and wag sent the Senate. Mr. Davis, of Catawba, submitted a report from the joint committee to superintend the election of Trustees of the State University, showing that the gentlemen whose names appeared in yesterday's p oceedings we;e elected. Tue Speaker directed the report to be spread on th journal THE TAX ON FERTILIZERS H- R. 46. in regard to chapter 274, laws f 187C-'77 which imposes a tax of $50 ou each brand of fertilizers sold in the State, and to rdse a joint select committee to investigate the - facts in the matter. A very earnest discussion of the bill was had. Mr. Amis op oos'.id. takinsr the eround that the law met with the approbation of the peo ple everywhere in the State. The farmers desired and claimed protection of their interests in this matter. Mr Ardrey opposed the reference to a special committee, as the master was in the province of the committee on Agriculture, which was now consiuer iug these mat ers. Mr. Holt read a petition from citizens of Johnston count?, axkiup a repeal of the tax, claiming thai it acted against the far mer, in causing the manufacturers to Rend fertilizers of depreciated vaiue Ha desirud the passage of the resolu tinn. Mr. Host said the sentiment of the people of the btate was decidedly in favor of the imposition oi me fcaa., Mr. Mb:in took the same view. Mr Clark onnoeed the reference. The whole matter was finally, on motion of Mr. Atkinson, laid on the taSie H R 26 to amend chap. 161, laws of 1876-'77, in regard to probate of deeds and conveyances and privy examina tions of married women, so that no seal of the Court shall be necessary on papers taken in the same county as the narties hold residence. An animated discussion on the province and merits of the bill ensued upon tho reading Mr. Clarke opposed it as it would re duce the salaries of the - Clerks of Su berior Courts very largely and unjustly, and moved that the matter be post poned. Lost. Mr. C bb favored the bill, on the ground th?.t it only took away clerk's fees on instruments registered in the counties where they were made. Mr. Cooke also layored, saying the seal was by inadvertanco in the law required to be put on tne papers, which were also probated. Mr. Barry moved a reference to the Com mittee on Salaries and r nes, who have the matter-under consideration at this time. Mr. Cobb and Mr. Cooke again urged the immediite passage of the rate will work a beneficial cbange in many ways. Upon motion of Mr.' Jones, discussion of the hill was post poned until Friday next and it was made special order for noon ot that day. An amendment was oflered by J. r Vaughan that foremen shall plaoe n the bills they find tbe names of the persons sworn and examined. This is done to prevent trouble and deception. Mr. Bernard could see no merit in tne proposed change. It simply transfer red power, and was an iauova iou upou our old laws. Mr. Davis, ol Madison, favored the change!. The bill then passed. THE WHIPPING P08T. II . B. 89. to alter the constitution of the State in relation to punishments, sec. 1, art. 9. inserting the words "whipping" in line third. The Judici ary Committee offered anamendment that no female shall be punished by whipping. A minority report from the Judiciary Committee was submitted, protesting against the passage of the bill as barbarous, and also that it would deprive the State of much of the con vict labor. Mr. Clarke spoke in oppo sition to the bill as a degradation not fit to be imposed upon a human being. The seats having become somewaat empty by reason of the lateness of the hour, a motion was made by Mr. Foard to postpone further consideration of the question uutil Thursday, and a mo tion of his that it bo made the special order for noon of that day, was adop ted.
