Mr. La vis thinks that Congress should do something to encourage agriculture. We th nk so too. yiunlelpat Debt, Mobile follows in the footsteps of Memphis, aod proposes to surrender its charter and abolish its city govern ment. Tbe city debt presses so severe ly on Mobile that the Kegister declares there is no other remedy man a com plete reorganiz Uiou of tbe city and its debt. For this put pose an act has been nrerared and presented to the .Legisla ture of Alabama, croating a board of commissioners of eight to hold office provisionally uutil the affairs of tbe citv can be organized upou a perma nent basis. If this plan is adopted, taxation for city purposes during the next two veais will not exceed 6-10 of one per cent, and the administration of tbe city s affairs will be conducted up on a basis of 1100.000 per annum.
