When Highway 16 is improved
and hardsurfaced, one of the most
scenic routes in the state will be
opened up. The mountain drive to
West Jefferson is very scenic, es
pecially when the rhododendron is
in bloom- The river drive from
. - (Jefferson to the Tennessee line is
